The Atchison County Commission met Thursday, January 11, 2024. Present were: South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission. Presiding Commissioner Curtis Livengood was absent.
South District Commissioner Burke called the meeting to order.
Minutes of the previous meeting were read and approved.
Month-end department reports were reviewed and approved.
Bills were reviewed and approved for payment.
At 9:00 a.m. South District Commissioner Burke opened the final public budgetary hearing according to Section 540.600, RSMo. There were no guests present for the hearing, Atchison County Clerk Susette Taylor presented the 2024 budget for review and final approval. The entire budget was previously reviewed with Presiding Commissioner Livengood since he was unable to attend the public hearing. Following review of all funds with Clerk Taylor, the commissioners voted to accept the 2024 budget as presented.

The Clerk will file a certified copy of the order and judgment with Debbie True, County Treasurer, and forward the Treasurer’s receipt and certified copy of the order and judgment to the State Auditor of Missouri.
Clerk Taylor presented Progressive Invoice #7 for BRO-25 and BRO-26 for approval and signatures by the commission.
Randa Doty and Stacey Steffens from the University Extension Office met with the commission at 10:00 a.m.
The commission reviewed and approved the 2024-25 CART rock agreement with the Department of Conservation.
The commissioners attended a luncheon with the University Extension office where they presented their annual update.

Ben Aldrich with John Deere and Kamron Woodring, Road and Bridge Supervisor, were present to review the purchase agreement for the 2024 John Deere 85-P-Tier excavator using the state bid from Sourcewell #UINV0052. Presiding Commissioner Livengood signed the agreement.

The commission reviewed the 2024 agreement with the Northwest Missouri Regional Council of Governments. The commissioners voted to approve the agreement.
Maintenance Supervisor Greg Beck was in to discuss ongoing fume issues due to the installation of the new heating and cooling system. Kade Perry has presented an estimate of $3,545.67 for repairs to fix the ongoing issue. The commission told Supervisor Beck to move forward with the needed repairs.
Assessor Rochelle Long met with the commission to discuss department matters and have them sign the annual tax maintenance agreement.
Road and Bridge Supervisor Kamron Woodring was in to request the purchase of a VXF95 V-plow to be used on one of the road and bridge pickups for a price of $9,486.00. Since it was under the bid amount and there is no supplier in Atchison County, the commissioners approved the purchase.
All three commissioners and Road and Bridge Supervisor Kamron Woodring met with Barry and Connie Minter on location at 260th Street to discuss road concerns. Also present for the meeting were landowners Sheriff Dennis Martin, Ronnie Martin, and Jayne Martin. The discussion was regarding a section of 260th Street that borders each of their properties and does not have an established easement/right-of-way, so the county had ceased maintenance on it. Everyone in attendance agreed to establishing a county right-of-way/easement along the section of 260th Street to allow for continued county maintenance of that section of road. Presiding Commissioner Livengood stated that the documents would need to be drafted and recorded and possibly even a survey done. The county will check to see how to move forward. Presiding Commissioner Livengood stated that this does not address the other concern that had been brought before the commission relating to the replacement of a tube that was adjacent to the section of road on around the corner, which the commission felt was a private drive. Parties agreed that the tube would be taken care of by private landowners.

Monthly department reports were reviewed and approved by.
Additions and abatements were approved as follows:
• Personal Property (January 2024) – Additions to the tax books: 2023, $5,957.84; 2022, $187.74; 2021, $38.27. There were no abatements from the personal property books.
• Real Property (January 2024) – There were no additions or abatements from the real estate books
• Ag rock (January 2024) – There were no additions or abatements from the ag rock books.
At 9:00 a.m. the commission met with Eric Troutner, Manager General Business Development/Principal Program Manager and Linday Olivieri, Manager Generation Business Development with Constellation, to discuss the repower and reinvestment of the Cow Branch Wind Farm. Road and Bridge Supervisor Kamron Woodring and Assessor Rochelle Long were present for the discussion. They reported that they have been working on the engineering for the project for the past year and the upgrade to the project will extend the current life of the farm for 20-25 years with an overall goal of extending the farm in the future for at least 55 years. They plan to use the existing towers but replace all the components and blades. Mr. Troutner stated that the new blades would be larger than the original ones.
They presented a road maintenance agreement and a lease agreement for use of the lay-down site along L Avenue for the commission’s review. Supervisor Woodring requested a more detailed map for their exhibit of road use. Mr. Troutner said that would be forthcoming.
The commission inquired about a timeline for the project. They reported that delivery of components would begin in March, with May 22 and July 15 both being target dates for different phases of the project. The goal is that the refurbishment is complete by the end of December 2024. They reported they could have between 150 and 180 workers onsite for the project.
The commission took both the road maintenance agreement and the lease agreement under advisement at this time.
Clerk Taylor notified the commission that the county was awarded the second round of the FY 2023 State and Local Cyber Security Grant (Award #EMW-2023-CY-00007-R2). The application was selected for funding in the amount of $17,843.98. As a condition of the award, the county is required to contribute a cost match in the amount of $4,461.00. The is the second year of funding and the grant has allowed the county the ability to considerably enhance their cyber security in all areas of the county. The first round was written by Emergency Management Director Rhonda Wiley with the second by Assistant Director Mark Manchester. JR Chaney with Midwest Data Center was a resource for assisting with completing the needed documents. The subaward agreement was reviewed by the commission. North District Commissioner The commissioners voted to approve and sign the grant.
The commission reviewed the Northwest Missouri Region H Hazmat agreement for 2024 and the 2023 annual report. The 2024 agreement was approved and signed by Presiding Commissioner Livengood.
Clerk Taylor inquired if the commission would like to pursue being designated as a Purple Heart County. All the commissioners agreed to move forward with getting the designation. Clerk Taylor will draft the needed documents.
The commissioners, Clerk Taylor, Emergency Management Director Rhonda Wiley, and Assistant Director Mark Manchester participated in a hazard mitigation plan kick-off conference call with Amy Dowis, Steve Houts, and Kurt Koffer with the Northwest Missouri Regional Council of Governments. The kick-off meeting date was set for March 7 where stakeholders will begin to review and update Atchison County’s hazard mitigation plan.
