The Atchison County Commission met Thursday, April 11, 2024. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was in Jefferson City for the legislative conference.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
Road and Bridge Supervisor Kamron Woodring and Flood Plain Administrator Rhonda Wiley met with the commission for review Flood Plain Permit #01-2024 for BNSF Railway. BNSF agreed to give 30 day notice prior to their bridge project and will provide required flaggers and track master (if needed) and waive all permit fees associated with the at-grade roadway approach work at the BNSF tracks at 280th Street and H Avenue where the county plans to improve the approaches. All documents are attached to the permit. The commissioners voted unanimously to approve Flood Plain Permit #01-2024 for BNSF as presented. The permit was signed by Presiding Commissioner Livengood.
The following certifications of county election issues for the municipal election held April 2, 2024, were presented:
• Rock Sales Tax – 757 yes, 180 no
• Ag Rock – 691 yes, 242 no
• Economic Development – 702 yes, 241 no
The commission signed the Certificates of Election Results to be forwarded to the Department of Revenue as required.
The Intergovernmental Agreement – 2024 between the Phelps City Road District and the commission was finalized and will be on file in the Road and Bridge Office Agreement Book.
Office personnel and elected officials met with the commission to review office safety protocol.
