The City of Fairfax Board of Aldermen met April 17, 2024. The meeting was called to order by Ryan Kingery, mayor, at 6:38 p.m. Also in attendance were: Tabitha Wintz, Kamron Woodring, Debra Wyatt, Shannon Long, Tristan Ray, and Beth Graves, aldermen; Christy Stevens, City Clerk; John Brown, Water Superintendent; and Terry Miller, Treasurer.
The tentative agenda was approved.
Christy Stevens, City Clerk, swore in the newly elected aldermen-at-large, Kamron Woodring and Tristan Ray.
Beth Graves and Shannon Long left the meeting at 6:50 p.m.
The minutes of the regular meeting March 20, 2024, were approved.
Accounts payable was also approved.
Old Business
Bill #2024-2 titled “An ordinance of the City of Fairfax, Missouri, revising the trash rates of the City of Fairfax” was presented to the council and read by title by Mayor Kingery. The new trash rate of $20.25 will go into effect June 1, 2024. Residents will be notified on next water bill.
The aldermen voted unanimously to approve Bill #2024-2. Bill #2024-22 was assigned Ordinance #2024-04-1570.
New Business
Bill #2024-3 titled “A resolution authorizing individual of certain position signers for banking purposes on accounts now registered or hereafter registered in the name of The City of Fairfax” was presented to the board. Ryan Kingery, Debra Wyatt, Christy Stevens, and Terry Miller will be authorized check signers for all accounts, including ACH payroll transactions. Bill #2024-3 passed unanimously and was assigned Resolution #2024-1569.
Staff Report
Terry Miller, City Treasurer, reported that all accounts are in balance. The city has a CD that is coming up for renewal. Terry gave rate amounts from Farmers State Bank and Bank Midwest. The aldermen voted unanimously to approve the 14 month CD at Farmers State Bank.
John Brown, Water Superintendent, mentioned ordering more water bills and having an alternate person to attend Atchison County Wholesale Water Commission meetings. After some discussion about street repair/maintenance planning, the aldermen voted to spend up to $75,000 this year.
Christy Stevens, City Clerk, reported complaints of dogs excessively barking and junk on properties. The council agreed to send dog and nuisance ordinances to owners.
The meeting was adjourned at 7:50 p.m.
The next meeting will be Tuesday, May 21, 2024, at 6:00 p.m.
