The Atchison County Commission met Thursday, May 30, 2024. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
At 9:00 a.m. the commission received RFQs for the design and construction phase of BRO-R003(24) (Ranch 11 Bridge), BRO-R003(25) (Kirby Bridge), and BRO-R003(26) (Opp Bridge). Road and Bridge Supervisor Kamron Woodring and Melissa Massar, Project Engineer with Great River Engineering were present. Projects were advertised on the MoDOT website for two weeks as required. Great River Engineering, Kansas City, Missouri, was the only company that submitted an RFQ for each project for the design and construction phase. Melissa Massar presented a binder outlining Great River Engineering’s qualifications for the design and construction phase of the projects along with their qualifications for each project.
It is required to have at least three RFQ’s for each project. Since there was only one vendor present with an RFQ, Road and Bridge Supervisor Woodring contacted David Earls with MoDOT about how to proceed with the RFQ selection. Mr. Earls stated since there was only one RFQ it is required to be reposted on the MoDOT website for an additional two weeks. It will be reposted for a second two weeks on June 11 with a new bid opening date of June 27 at 9:00 a.m.
Melissa then provided an update on the engineering phase of all three BRO Projects.
The commission discussed contacting the Nodaway County Commission to see if additional soft match credits could be purchased from them to help cover the county’s share of BRO-001 on X Avenue. Presiding Commission Livengood will reach out to the Nodaway County Commission.
The commission reviewed a request for a catering license for Just in Time Promotions, Justin Pankau. The commissioners voted unanimously to approve the request and grant the license.
Clerk Taylor reported on the LAGERS training that she and Amy Meinecke attended and stated they will be attending the first Human Resource Day offered by the Missouri Association of Counties.
