The Atchison County Commission met Thursday, October 3, 2024. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

The 2025 rock bids were opened and read at 9:00 a.m. Nick Jamison, sales representative from Schildberg Construction Company, and Jeremy Wolf with Whetrock and WSD Hauling were present for the bid opening. Bids were as follows:

Schildberg – 1¼”, $15.80 (Shambaugh), $14.75 (Graham); 1”, $15.90 (Shambaugh), $14.85 (Graham); 2½”, $15.90 (Shambaugh), $14.85 (Graham); and rip rap, $17.00 (Shambaugh), $16.50 (Graham)

Norris – 1¼”, $16.45; 1”, $16.45; 2”, $16.45; rip rap, $18.50; backfill, $13.00

Whetrock, Inc. – 1¼”, $17.75; 1”, $17.25; 2”, $17.75; rip rap,  $38.00; backfill, $10.00

All bids were initially tabled but after further review and discussion, the commissioners voted to accept the lowest bid which was Schildberg using the Shambaugh and Graham Quarries.

The 2025 bids for fuel were opened and read at 9:15 a.m. Bids were as follows: MFA Oil – cost plus .15; Younger Oil – cost plus .051 for gasoline and cost plus .081 for diesel; FNF Petroleum – cost plus .70 on both gasoline and diesel.

The commission reviewed the bids and stated all bids met the specifications. The commissioners voted to accept the low fuel bid from Younger Oil to supply all three highway barn locations.

Presiding Commissioner Livengood notified the successful bidders.

The commission did not accept or open any hauling bids at this time and set a new bid opening date for hauling as October 24 at 9:30 a.m.

Clerk Taylor reported that ACDC Director Monica Bailey requested the commission to reappoint Bob Alldredge, W.C. Farmer and Craig Corken to serve a six-year term as directors on the Industrial Development Authority Board for Atchison County. The commissioners voted to re-appoint the directors as requested.

The commission adopted the following proclamation in recognition of Domestic Violence Awareness Month:

Domestic Violence Awareness Month

WHEREAS, in 2023 C.A.R.E. of Atchison County, Inc. provided 115 non-duplicated individuals with 73 crisis interventions, 695 case managements, 102 court advocacy duties, 101 law enforcement advocacy duties, 42 emergency financial advocacies, 14 medical advocacies, 264 transportations, answered 72 hotline calls, 136 information/referral calls, 421 other telephone contacts, provided 24 support groups with a total attendance of 72, provided 95 licensed professional counseling hours; and provided 14 individuals with 44 sheltered bednights.

WHEREAS, last year Missouri domestic violence programs provided 602,259 services to 26,071 women, men and children: and

WHEREAS, 36,536 Missouri victims of domestic violence in 2023 were unable to receive immediate safe shelter and support services because domestic violence programs were stretched beyond available resources and capacity to serve all families in need; and

WHEREAS, Missouri victim service programs answered 70,057 hotline calls, that is an average of 192 hotline calls a day; and

WHEREAS, domestic violence is not confined to any specific group or people, but affects people of all races, backgrounds, economic levels, education levels, family structures, ages and religions; and

WHEREAS the crime of domestic violence violates members of our community’s safety, dignity, security and humanity in the form of physical, emotional, sexual, psychological and economic abuse; and

WHEREAS advocates, professionals, volunteers and community members concerned with domestic violence will devote the month of October to raising awareness about the causes, interventions and prevention of this devastating crime

Now, therefore, I, Curtis Livengood, Presiding Commissioner of Atchison County do hereby proclaim the month of October as Domestic Violence Awareness Month

And reaffirm Atchison County’s commitment to ending domestic violence in our community.
