The Atchison County Commission met on Thursday, June 5, 2025. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
Maintenance Supervisor Jack Wiley met with the commission to report that sewer line repairs to the sheriff’s office were completed this past week. During the project Kade Perry with Perry Plumbing asked the City of Rock Port to come up and run their blaster through the line. They found a block in their line where the line takes a 45-degree angle off the county’s line. They said they would need to address it later by running a camera down the line to see the problem. Kade provided the county with photos and documentation of what was found. The county will make sure this is done in a timely manner so that it does not result in a new issue with the county’s line.
Mr. Eddie Bredensteiner was in to inquire about where the CART Program ran adjacent to his property. Some flags had been placed along his driveway, and he was concerned the road was not going to be rocked past that point. Road and Bridge Supervisor Wallace told him to disregard the flags and that O Avenue would be rocked up to the turbine drive. Mr. Bredensteiner was pleased with that and had no further concerns.
Road and Bridge Supervisor Wallace, Deputy Allison Cherry, the commissioners, and Clerk Taylor all participated in a conference call with Matt Fazio, Great River Engineering who provided an update on the BRO projects for the county. He reported that BRO-24 (Kirby Bridge) and BRO-25 (Tarkio Ranch 11 Bridge) have received approval from MoDOT to move to the construction phase. Contractors are already pushed out until next year but bidding and awarding the projects should begin next month with construction in late summer of 2026.
BRO-26 (Opp Bridge) is in the final stages of the 408 permitting with the Corps of Engineers, but Mr. Fazio feels they will be able to wrap up the permitting within the amended timeline.
The BRO-001 (X Avenue over Little Tarkio Bridge) preliminary design is complete and submitted to MoDOT. MoDOT had stated that no cultural resource study is required. A supplemental agreement will be forwarded to the county to sign removing those charges and reducing the contract cost.
The scour issues on three bridges were approved by MoDOT as three separate projects: BRO-002 (K Avenue Bridge over Rock Creek), BRO-003 (T Avenue Bridge over Tarkio Tributary), and BRO-004 (T Avenue Bridge over Little Tarkio). Mr. Fazio reported that they will conduct an inspection of all three projects to make sure all deficiencies are addressed in the scope of work.
Clerk Taylor requested a breakdown of the percentage that the county would be responsible for and what budget years they would apply to. Mr. Fazio agreed to provide the necessary information.
A request for an event liquor licenses for June 20 and 21 from Highway 136 Roadhouse, LLC, for the Tarkio Rodeo was reviewed. The commissioners voted to approve the temporary event license.
Rhonda Wiley, E-911/Emergency Management Director, was in to discuss department matters. Clerk Taylor mentioned the potential need to review the agreement with the Nebraska Power District (NPPD) to align with the reduction in state reimbursement resulting in a need for increased funding from NPPD to support the requirements of Atchison County. Director Wiley agreed and will begin the discussion the next time she meets with them.
Deanna Beck and Sam O’Riley have agreed to serve as citizen members on the 2025 Board of Equalization.
