What a productive evening at City Hall! We moved through the agenda quickly, and even with executive session, the meeting wrapped up in just about two and a half hours. Many important topics were discussed, and several great actions were taken that will positively impact our community.
(1) Klosek’s Trash Service
We had a valuable discussion about the idea of adding trash service to the water bill. I invited Klosek’s to attend so everything could be handled openly and transparently. The plan is for them to prepare a draft contract, which the council will review and adjust before bringing it back to the community for public input. Ensuring residents have a voice in this decision is a top priority.
(2) Flock Cameras & Slow Down Signs
Andy Riley joined us to explain the role Flock cameras played in assisting law enforcement with last week’s incident. He emphasized that these cameras do not use facial recognition and collect only information already considered public record. They will be placed at town entry and exit points, and data can only be accessed through a law enforcement request.
We also discussed speed signs – thanks to coordination with MoDOT, signs will be placed at the 4-way stop and at the south entrance to town. A school zone sign will also be installed, along with two portable signs that can be rotated to areas where speeding has been reported.
(3) Proclamation of Gratitude
We recognized and honored the outstanding work of our community’s true heroes – the Rock Port Fire Department, the Atchison County Sheriff and Police Departments, and Atchison County 911/EMS – for their dedication and service.
(4) Business & Housing Development
We explored how to best use the city’s recent tax boost to support business growth and housing. A Sonic Drive-In franchise at the interstate is under discussion, along with the possibility of working with the county on land north of the nursing home for new two- and three-bedroom luxury apartments. Addressing our county’s housing shortage is critical, and we’re looking at creative solutions to meet that need.
(5) Tornado Sirens
While Cooper Nuclear will be discontinuing their siren system, rest assured – Rock Port is actively exploring new options. We’re seeking vendor quotes and may even partner with Watson to develop a stronger system for the region. More updates will be shared at the next meeting.
(6) Semi Parking on Main Street
We’re addressing concerns about a semi currently parking near a crosswalk frequently used by children. The driver will be asked to park farther south to improve safety and accessibility in that area.
(7) Budget Meeting – October 22, 10:00 a.m.
City Hall will host our budget meeting to map out both one-year and three-year financial plans. Notices will be published in the paper, and a progress poster will be displayed at City Hall for all residents to review.
(8) Police Officer Hiring
We discussed expanding job postings to new locations and considered supporting an Ordinance Officer through assistance with academy training. Recruitment and retention remain a priority for our local law enforcement.
(9) Land Bids
The council tabled the lot near Phelps City due to pending legal clarification, despite a $100,000 offer. For the lot near McDonald’s (old water plant), the council voted to accept a bid from Loti Holdings for $75,000, structured as a five-year lease with options to renew, totaling $225,000 if fully extended.
(10) Herzog Road Projects
Herzog has confirmed they are planning to begin refinishing Stanton, Warren, and the section of Kansas Avenue near the school in mid-October.
