The Atchison County Commission met Thursday, March 5, 2026.  Present at the meeting were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Month-end department reports were reviewed and approved.

Additions and abatements to the January tax books were approved as follows:

Personal Property – January 2026: Additions to the tax books were: 2025, $11,249.55; 2024, $634.70; 2023, $602.28. There were no abatements to the January 2026 tax books.

Real Property – January 2026: There were no additions to the January 2026 tax books. Abatements to the tax books were: 2025, $308.09

Ag Rock – January 2026: There were no additions or abatements to the January 2026 tax books.

Clerk Taylor presented a request from ACDC Director Monica Bailey to reappoint Craig Corken and Jacque Gayle Gebhards to serve a new four-year term on the TIF Board of Directors. The commissioners voted to grant the appointments as requested.

At 8:30 a.m. the commission reviewed an Addendum to ODFI/Originator ACH Agreement Schedules, Schedule A, Transmittal and Security of Entries between the Atchison County Treasurer and the county’s financial institution Citizens Bank & Trust outlining security procedures. The commissioners voted unanimously to approve the addendum.

Clerk Taylor reported to the commission that the county has received notice from the Department of Revenue requesting return of all marijuana sales tax received.

Clerk Taylor presented Resolution #002-2026 to update the Atchison County Procurement Policy to align with the RSMo 50.660. The commissioners voted unanimously to approve Resolution #002-2026 Procurement Policy for Atchison County.

The commission discussed the Northwest Commission meeting which they will host on March 19 and County Government Day which will be March 25.

Tobias Steffensmeier, Field Representative from Senator Josh Hawley’s office, was in to introduce himself to the commission and discuss issues important to Atchison County. Emergency Management/911 Director Rhonda Wiley was present to inform him of issues related to FEMA.

The commission then moved to the 911 Center to review the bids for moving to VOIP. Director Wiley was able to demonstrate how the new equipment would enhance the operations. The commission wanted to discuss and will make a final decision at their next meeting.

Mayor JR Chaney met with the commission to discuss the building on Main Street that is falling. Mayor Chaney reported that if MoDOT gets involved they could close Main Street (Highway 111) off due to the hazardous nature of the building and the possibility of it collapsing into the highway. The city feels this would cause a hardship to businesses and force traffic to reroute through residential neighborhoods. Collector Diane Livengood was present at the discussion and reported that the property has been offered at the tax sale and would need to be offered several additional years before she would be able to offer it for sealed bid. Mayor Chaney stated that the city would be willing to assist with any legal fees the county may incur to see if there are any emergency avenues for the county to release the property so that the building can be taken down as soon as possible. Collector Livengood will contact Attorney Ivan Schraeder and get a legal opinion as soon as possible.

Floodplain Development Permit/Application No. 2026-01 for BNSF Railway was reviewed and approved by Emergency Management Director Wiley and signed by Presiding Commissioner Livengood.
