Lane and Aimée Seymour donated a beautiful painting, painted by the late Pat Seymour, to the City of Fairfax.
The City of Fairfax Board of Aldermen held a regular meeting May 19, 2026.
The meeting was called to order by Tabitha Wintz, mayor, at 4:35 p.m. Roll was taken. Others in attendance were: Stephanie Stevens, Debra Wyatt, Ryan Kingery, and Ashley Grossman, aldermen; Mike Lewis, Water Superintendent; John Brown, temporary city employee; Marilyn Reed, temporary city employee; Lane and Aimée Seymour, residents; and Christy Pearce, Northwest Missouri Regional Council of Governments.
The aldermen voted to approve the tentative agenda with rearrangements, business meeting first, followed by visitors.
They also approved the regular minutes of April 15, 2026, and accounts payable.
Old Business
There was a discussion on properties that still need attention and what is being done with each of these properties.
New Business
The City of Fairfax needs to appoint a new representative for the Atchison County Wholesale Water Commission. The aldermen voted unanimously to appoint Mike Lewis as the new Atchison County Wholesale Water Commission representative for the City of Fairfax. They also voted to appoint John Brown as the alternate representative.
There was a discussion on some ordinances that need to be shared again as we head into the summer months. The city will share the ordinances on fireworks, and golf carts/ATVs/UTVs as a reminder. It was also mentioned that there had been some kids playing in the storm drains and how unsafe this can be. They will continue to monitor this situation.
Staff Reports
Terry Miller, city treasurer, submitted her report that all accounts are in balance. The report was reviewed by the council. There is a CD coming due in May.
Mike Lewis, water superintendent, reported on completing the discharging of the lagoons. He also reported that they had to buy new tires for the backhoe. Mike and John discussed that they met with Gary Weber and about the limitations on ammonia for the lagoons. Mike mentioned that the city may want to purchase an ammonia meter for $1,000.00. It was discussed that they have to test four times a month and that it would be cost effective to just purchase the meter.
The aldermen voted unanimously to purchase the ammonia meter for $1,000.00.
The aldermen voted unanimously to approve Resolution 2026-0518 regarding the ammonia variance.
Marilyn Reed updated the group on the flood plain administrators’ email she had received.
The group discussed water training and whether both employees were going to be sent to the upcoming classes in Savannah. The aldermen voted unanimously to send both employees to the training.
There was discussion on providing rock and other such materials to residents.
Stephanie Stevens left the meeting at 5:10 p.m.
Visitors/Presentations/Public
Christy Pearce with Northwest Missouri Regional Council of Governments was present to explain what they do and the different things they can do to help the city. There is a survey they would like people to fill out and she provided the QR code to do so. It is also on their website and open through the end of June.
Lane and Aimée Seymour were present to donate a beautiful painting to the city, painted by the late Pat Seymour. Mayor Wintz dedicated the painting and thanked Lane and Aimée for the donation.
