The Atchison County Commission met Thursday, July 23, 2026. Present at the meeting were: Curtis Livengood, Presiding Commissioner; Jim Quimby, North District Commissioner; Susette Taylor, Clerk of the Commission; and Okema Galston, Administrative Assistant of the Commission. Richard Burke, South District Commissioner, was absent.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Matt Fazio with Great River Engineering reviewed the bids for BRO-003001 and provided a request for concurrence document packet for the project. The packet included all information necessary for requesting MoDOT to concur with awarding this construction project to North Central Bridge, LLC. Following review of the packet, the commissioners voted to follow the recommendation of Great River Engineering and award the bid to North Central Bridge, LLC. All the necessary documents were signed and Great River Engineering will submit the documents to MoDOT for concurrence then work with North Central to get the contract documents finalized and a preconstruction meeting set up.
The commission then reviewed Supplemental Agreement #1-4831 for BRO-24 from Great River Engineering for additional services related to the delay of the project. After reviewing the commissioners voted to approve the supplemental agreement. It was signed by Presiding Commissioner Livengood and will be submitted to MoDOT for approval.
No bids were submitted for the two vehicles belonging to the Sheriff’s Department. The Commission requested Jack Wiley, grounds/building supervisor, look at vehicles to see if they are worth keeping for general county use. If not, they will then decide how to proceed.
The commission opened the 2026 Board of Equalization at 9:30 a.m. to hear any citizen concerns about their 2026 property values. There were no appointments to be heard by the board. Assessor Rochelle Long presented her informal changes and the 2026 board adjourned. The commission returned to their regular session.
The commission, Road and Bridge Supervisor Kenny Wallace and secretary Allison Cherry met with Debra Jones to discuss gravel that had been placed on her road (310th Street) after she paid for dust control application. Commission informed Debra of the policy and supplied her with the forms that are required to be filled out yearly. They discussed future steps to take to prevent this from happening and subsequently came to an agreement to address her concerns. Kirsten Strueby was also present.
JR Chaney was in to discuss his new non-profit organization, ATCO Drone Co. ATCO Drone Co. uses safe, lawful, and responsible drone technology to support search and rescue, locate missing people and animals, map waterways and community assets, assist public agencies, and deliver data and services that strengthen community safety, resilience, and well-being. The county will have no ownership but could use services once they are up and running.
The commissioners, Kenny Wallace and Allison Cherry met with Great River Engineering at the bridge site for a walk-through final inspection of BRO-24 (Ranch 11) Bridge on Thursday afternoon. A bridge dedication will be set for a later date.
There being no further business, the commission adjourned then went and inspected county roads.
