The Atchison County Commission met Thursday, July 30, 2026. Present at the meeting were: Curtis Livengood, Presiding Commissioner; Jim Quimby, North District Commissioner; Richard Burke, South District Commissioner; Susette Taylor, Clerk of the Commission; and Okema Galston, Administrative Assistant of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

No decision was made regarding the old vehicles from the sheriff’s office.

Jack Wiley, Building & Maintenance Supervisor, reported on the condition of the county vehicles that had been placed out for bid. Since there were no bids received, the commission will determine if the county keeps the vehicles or offers them for sale at a fixed price. Supervisor Wiley also discussed HVAC issues. Units are still covered under warranty, and parts are ordered for repairs to the AC units.

Following discussion with Attorney Ivan Schreader regarding the lease transfer of Pleasant View Nursing home from Prime Healthcare to OPCO, the commissioners voted to request a 60-day extension before entering into a new lease agreement with OPCO to allow attorneys time to discuss the terms of the lease agreement transfer. The request was signed by Presiding Commissioner Livengood and forwarded to OPCO’s attorney and Eliott Berger, Prime Healthcare.

Clerk Taylor read an update on the SB3 hearing. The court hearing was held in Cole County on July 29; however, no judgement has been made.

Kenny Wallace, Road and Bridge Supervisor, met with the commission to discuss department updates.

Rhonda Wiley, 911 Emergency Management Director, was in to give updates on her department.

There being no further business, the commission adjourned from their regular session and went and inspected county roads.
