The Atchison County Commission met May 12, 17, and 19, 2016, at the Atchison County Courthouse in Rock Port, Missouri.
MAY 12–
Present were: Curt Livengood, Presiding Commissioner; David P. Chapin, North District Commissioner; Richard Burke, South District Commissioner; and Susette Taylor, Clerk of the Commission.
Steve Joesting was present to observe the meeting.
Minutes of the previous meeting were read and approved. Bills were reviewed, approved and ordered paid.
Diane Livengood, Atchison County Collector, addressed the commission about hiring a full-time deputy for the collector’s office. The individual would be cross-trained with the assessor’s office. Part-time deputy Twyilla Gibbons has announced her retirement, but will remain in the office until a replacement is hired. The commissioners approved moving forward with a full-time hire.
The commission was notified by EDF Renewable Energy that they have recently increased development activities for the Brickyard Hill Project. They will schedule a meeting in the near future.
Clerk Taylor presented completed data for the locally assessed utilities within the county which has been submitted on Form 40 to the State Tax Commission.
The Atchison County Commission received a memorandum from Greg Sunde, Senior Engineering Professional with the Missouri Department of Transportation Bridge Division (Central Office) regarding Bridge No. 20300191 on 270th Street over a branch of Rock Creek. The letter was in response to the county’s submittal of updated inventory information for Bridge No. 20300191.
MoDOT has evaluated the load ratings and posting criteria based on this latest information. The following updated NBI data was provided for the county’s information as well as for the related local agency.

Present to review the Missouri Department of Transportation (MoDOT) Bridge Inspection Report were: Larry Jacobson, MoDOT Resident Engineer; Braden Donelson, MoDOT intern; Michael Marriott, bridge inspector; and Scott Stephens, Northwest Bridge Engineer; and Adam Meyer, Atchison County Road & Bridge Supervisor. Adam Meyer, Road & Bridge Supervisor, reported on his trip and tour of the Caterpillar factory.
Lori Jones, Atchison County Assessor, gave the commissioners an update on the state appeal filed following the local Board of Equalization by Mr. and Mrs. Lyle Brown.
Brett Hurst, Prosecuting Attorney, notified the commissioners of fees assessed to Atchison County relating to the Gentry County Prosecutor presiding over a case that Prosecutor Hurst was not able to preside over due to a conflict. These fees were not in his original budget, but he was liable to pay them. The commissioners agreed to discuss the matter with Clerk Taylor as to the funds for payment.
