The Rock Port Board of Aldermen met Wednesday July 20, 2016 at 6 p.m. with Mayor Pro Tem Todd Stevens presiding in the absence of Mayor Jeff Seaman. Present were Aldermen Chris Chamberlain, Shawn Shineman, Todd Stevens and Tim Taylor. Also present were City Superintendent Trevor Hale, Utility Clerk Terri McGuire and Chief of Police Shannon Sherwood. Also present were Ken Fairchild, Candy Jennings & Denton Melvin.
Mayor Pro Tem Todd Stevens called the meeting to order.
Taylor moved to approve the meeting agenda. Chamberlain seconded. All votes aye.
Shineman moved to approve the May 18, 2016 meeting minutes. Chamberlain seconded. All votes aye.
Ken Fairchild, Olsson Associates, presented the Electrical Distribution System Project plans and specifications and request to advertise for bids.
Taylor moved to approve the Electrical Distribution System project plans and specifications and to advertise for bids. Chamberlain seconded. All votes aye.
A Rock Port Tourism Board update was given by Candy Jennings and Denton Melvin. The Tourism Board will be amending their budget in order to move forward on welcome signs. The new brick signs will be at the same location as the old signs.
Chamberlain moved to approve the City financial statements, accounts payables, sales tax reports, delinquent tax list, and all board and departmental reports. Shineman seconded. All votes aye.
Taylor moved to approve the Utility financial statements, accounts payables, purchased power and water statements, take or pay water use report, water loss reports, Utility Clerk report, and Superintendent report. Shineman seconded. All votes aye.
Shineman moved to approve the liquor license application for River Rock Lanes LLC. Chamberlain seconded. All votes aye.
Shineman moved to reject the bid for Main Street Business District Improvement Project # TAP-9900(119) and rebid the project. Taylor seconded. All votes aye.
Bill # 1168 – Provisional Judge – was read. Taylor moved to approve the 1st reading. Shineman seconded. Roll call vote was taken. Chamberlain, Shineman, Stevens & Taylor voted aye, nay – none, absent – none. Chamberlain moved to approve the 2nd reading. Shineman seconded. Roll call vote was taken. Chamberlain, Shineman, Stevens & Taylor voted aye, nay – none, absent – none. Mayor Pro Tem Todd Stevens declared Bill # 1168, Ordinance # 1168.
Chamberlain moved to approve Resolution 2016-04 Authorizing Mayor to sign contract for office of Provisional Judge. Taylor seconded. All votes aye.
Chamberlain moved to authorize Municipal Judge to conceal carry during Municipal Court. Shineman seconded. All votes aye.
Taylor moved to approve Resolution 2016-05 Authorizing Mayor to sign easement agreement with Nebraska Public Power District for an alert and notification system at the Municipal Compost Site. Chamberlain seconded. All votes aye.
Chief Sherwood reported he was working on a police calendar for Rock Port and Tarkio’s Police Departments at no cost to the City.
Chief Sherwood reported he attended R.A.I.D.E.R. at the Missouri Police Chief Conference which consists of training in the event of an active intruder. In October he will become a Certified Instructor.
City Superintendent Trevor Hale reported he was negotiating the purchase of a dump truck for the City and would be using the 1986 IHC dump truck as a trade in.
Alderman Chamberlain suggested a show of support for the Police Department in the paper to send a positive message with all the negative publicity about law enforcement recently, as we are not exempt as a small town.
