The Board of Aldermen of the City of Fairfax met in regular session September 14, 2016. Present were: Alva Stoner, Mayor; Beth Graves, Kristi Duering, Michael Oswald, and Ryan Kingery, Aldermen; Melissa Gilpin, City Clerk; John Brown, Water Superintendent; Danny Kemerling, City Treasurer; Heather Bennett, and Marissa Shaurette, Aflac Representatives.
The Aflac representatives gave a presentation to the board.
The regular minutes of August 10, 2016, were approved with one correction. Michael Oswald’s name was not included in the attendance report and will be corrected for the books.
The aldermen also voted to approve accounts payable and the financial statement.
NEW BUSINESS–
There was a question and answer period from the board as to whose responsibility alley maintenance is. The City does not maintain alleys but does what it can to assist property owners.
The board was presented with an application for a business/liquor license. The aldermen voted to approve the license pending receipt of necessary documentation and payment of fees.
STAFF REPORTS–
Bill #2016-07 titled: A resolution authorizing amendments to the budgeted amounts in the fiscal year 2016 operating budget for the City of Fairfax, Missouri for unforeseen circumstances in estimated revenues and expenditures and in conformance with Section 67.040 RSMo was presented and read twice by title. The aldermen voted unanimously to approve Bill #2016-07 and it was assigned Resolution #2016-1536.
There is a good possibility of more traffic through City Hall during the election in November. It was decided City Hall will remain open and some form of separation will be implemented so that city business will run smoothly.
Danny Kemerling, City Treasurer, reported that all accounts are in balance.
Danny and Melissa are hoping to have the budget numbers for 2016 finalized in Quickbooks by the end of September and will attempt to have a preliminary budget for 2017 to present to the board by the end of October.
John Brown reported that there was an incident with the city pick-up and there is some damage to the left front. He will get estimates for repair work.
Insurance claim information was presented to the board. There was discussion as to the best way to fix the fire station and community room roofs. John Brown was asked to take care of the insurance repairs to the best of his ability with as minimal cost as possible.
John also reported that he ordered rock for the city’s stockpile and will need one more load of cold patch. The storm debris ash pile will be buried soon. Also, the tubes on South 4th Street broke and need to be replaced before street repairs start.
The next meeting will be Wednesday, October 12, 2016, at 6:00 p.m.
