The Atchison County Commission met October 6, 2016, at the Atchison County Courthouse in Rock Port, Missouri.
OCTOBER 6–
Present were: Curtis Livengood, Presiding Commissioner; David P. Chapin, North District Commissioner; Richard Burke, South District Commissioner; and Susette Taylor, Clerk of the Commission.
Jim Quimby was present to observe.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Randy Arnold, County Insurance Broker, was present with Linda Shelby and Quint Lingerfelt to present the 2017 county health insurance renewal package for health, vision and dental insurance. There will be no increase to the 2017 vision plan, the dental plan will have an increase of $2.40 per employee and the current health plan will have an increase of 3.8%. Mr. Arnold stated that this renewal is one of the lowest increases he has seen this year and felt that it was the best option for the county. He introduced some additional coverage options that will be added to the current plan, and reviewed some changes to co-pays.
The commissioners voted unanimously to accept the 2017 health plans as presented with renewal dates of January 1, 2017 for vision and dental and December 1, 2016 for health.
Rod Northway and Reed Bartels with Tradewind introduced Conor Branch, Allie Wahrenberger and Georg Becker-Birck with Enel Green Power to the commissioners, Adam Meyer, Road & Bridge Supervisor, and Clerk Susette Taylor. Enel has purchased the Tradewind Project and will be working closely with the county as their project goes to construction.
The group answered questions, discussed road and safety concerns and were scheduled to address landowners at a presentation and supper October 6, in Tarkio.

Rhonda Wiley, E-9-1-1/Emergency Management Director, was in to further discuss the need to replace the existing back-up batteries at the 911 Center. She was told to order four back-up batteries from Chad Ottmann and have him install them.
Chief Deputy Rick Sons introduced Wes Lopez, the new county officer. He will begin his duties with the county immediately.
The following elected officials were selected to serve as voting delegates at the Missouri Association of Counties annual conference: Curtis Livengood, Richard Burke, Lori Jones, Debbie True, and Susette Taylor.
Clerk Taylor reported that the 2017 budget forms have been prepared and presented to all departments.
