The City of Tarkio Board of Aldermen met at Tarkio City Hall on Tuesday, October 11, 2016, at 5:30 p.m. The Pledge of Allegiance was recited. Roll call was taken by City Clerk Rebecca Jones: aldermen Andy Riley, Scott Poppa, Mike Klosek, and Ed Hunkins were all present. Visitors present were Sally Wehmann, Sharon McCall, Mark Cofer, Mike Shaw, Sara Lester, Chris and Jason Conn, Laura Gibbons, and Megan McAdams. City employees present were Police Chief Tyson Gibbons, Police Officer Adam Stanton, Park Superintendent Kevin Bennett, and building inspector Jessie Payne.
Mayor Darrell Wiley’s resignation was accepted by all board members.
The public hearing was opened. The hearing was held for consideration of the request from Mr. and Mrs. Glenn Scott for variances to be placed for the following businesses, Comfort Counseling, Design’s by Jayne, and Atchison County Public Administrator’s, at 311 Spruce, Tarkio. The Tarkio Board of Adjustments met Thursday, September 22, 2016, at 5:00 p.m. to answer the request of Glenn R. Scott and Jayne Scott to have the following businesses at 311 Spruce, Comfort Counseling, Designs by Jayne, and Atchison County Public Administrator’s, and approved to allow. There were no comments so the public hearing was closed.
The regular meeting was called to order. All aldermen were still present. The minutes of the September 13, 2016, meeting as distributed were approved.
Visitors’ comments took place. Sally Wehmann with the Tarkio Housing Authority voiced her concerns following unsettling comments made by (former) Mayor Wiley at a Tarkio Housing Authority board meeting. Wehmann wanted to make sure that the Housing Authority’s and City of Tarkio’s great working relationship would continue like it has for the past several decades. Board of Aldermen President Andy Riley explained to Wehmann that Mayor Wiley overstepped his bounds and did not represent the views of the aldermen and the city. The great working relationship would continue like it should and he apologized for any unease created. Wehmann welcomed all to attend a board meeting of the Tarkio Housing Authority.
Jason Conn asked about a completion date of the new sidewalk to be installed in front of his house on North 7th Street in Tarkio. His old one was damaged by the city workers and the city is replacing it. The board informed Conn that the completion date of the new sidewalk is in November.
The board approved Resolution 45.16 for the Scotts’ home businesses. The board also approved Bill No. 196-16, Ordinance No. 183.16, “An Ordinance providing for the rezoning of Block 2, Original Town of Tarkio, between 1st and 2nd, and Broad and Maple Streets, from R-2 general residential to B-2 general business district and providing for the change in the zoning map of the City of Tarkio, Missouri; and other actions related thereto.” The board also approved Bill No. 197.16, Ordinance No. 184.16, “An Ordinance vacating ten (10) by one hundred (100) feet of the north side of Broad Street, adjacent to Lots 8-11, block 2 of the Original Town of Tarkio.
The aldermen opened two bids for a 1989 Chevy Pickup: Michael Klosek, Jr. – $200; and Jesse Payne’s – $200. Mr. Payne requested to allow Klosek to have the bid of $200 for the 1989 Chevy Pickup. Mike Klosek’s bid of $200 was accepted.
Mayor Pro-tem Riley read Bill No. 198.16, Ord. #185.16, AN ORDINANCE OF THE CITY OF TARKIO, MISSOURI AMENDING CHAPTER 400 PLANNING AND PLANNING COMMISSION, ARTICLE IX ADDITIONAL REGULATIONS, SECTION 405.400, ADDITIONAL HEIGHT AND AREA REGULATIONS; REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH by title. This bill was tabled to the next regular session of the Board of Aldermen.
2013 Entitlement funds were requested to be returned by MoDOT. In August, these funds were requested too early. MoDOT explained that the funds didn’t have to be turned back until 2018 and would the city want to shred the documents at this time? The board voted to shred the documents.
Mike Shaw was present to request the board allow the Pool Bond CD to be cashed and put into the Park and Recreation Bank Account to help with the cost of the caulking replacement job at the pool. The board voted to cash the Pool Bond CD and put the funds into the Park and Recreation Bank Account.
DEPARTMENT REPORTS
Ed Hunkins, Fire Department – The firemen are sending out letters for their annual Fund Drive, which helps in purchasing equipment for the volunteer fire department.
Mike Klosek, City Buildings – Klosek reported that porch floor at the community building is continuing to get more warped. He looked into the cost of new board at Burke’s Lumber Co. It would cost $4,700. Mr. Klosek mentioned the ceiling in the hall that is falling and said Mr. Viets could do it for $600.
Andy Riley, Street Department – Riley gave Quimby’s street department report. The Ford F150 had to have a new radiator. Herzog finished the street matting project and there have been numerous good comments on the finished job at the top of Main Street. Four truckloads of chat have been brought in for the winter season and the department will be mixing it later to prepare for the snow.
Scott Poppa, Parks & Pool – Poppa had nothing to report.
Chief Tyson Gibbons, Police Department – Gibbons gave his report of traffic stops, investigation and training. Gibbons reported a help wanted ad had been posted for the open officer position.
Adam Stanton, Building Inspector – Stanton stated there were a few buildings that had been looked at, but those were deemed safe. They are still waiting to hear back from an owner on the old Vic’s Hardware building. A court date is approaching for the Walnut Inn owners.
Becky Jones, Financials – Jones asked if anyone had questions regarding their department’s financials. No questions were asked. Jones requested to attend the Western Division of Court Administrators, October 21, 2016, Independence, Court seminar and/or the MMACJA Regional Seminar in Lee’s Summit, November 4, 2016. The consensus was to allow Jones to attend one of the seminars.
Riley made a motion to pay the outstanding bills. The motion passed.
The meeting went into closed session. There was no approval of salary exceptions. The meeting adjourned at 8:15 p.m.
The next special meeting was October 17, 2016, at 5:30 p.m. The next regular meeting is November 8, 2016, at 5:30 p.m. at City Hall.
