E-9-1-1/Emergency Management Director Rhonda Wiley was in to further discuss the need to replace the existing backup batteries at the 911 Center. The Commission told her to order four backup batteries from Mr. Chad Ottmann and have him install them.
Chief Deputy Rick Sons introduced new county officer Wes Lopez to the Commission. He will begin his duties with the county immediately.
The following elected officials were selected to serve as voting delegates at the Missouri Association of Counties Annual Conference: Curtis Livengood, Richard Burke, Lori Jones, Debbie True and Susette Taylor.
Clerk Taylor reported that the 2017 budget forms have been prepared and presented to all departments.

The Commission was notified by Missouri Farmers Care that Atchison County has been designated an Agri-Ready County. This designation will allow for collaboration between Missouri Farmers Care and the county to encourage economic development, agribusiness growth, on-farm stewardship and agriculture education opportunities.
Mr. Jim Jochim was in to visit with the commissioners about road concerns. The commissioners will discuss the issue with Road Supervisor Meyer and get back to Mr. Jochim.

Road and Bridge Supervisor Adam Meyer, along with Nick Jameson, Schildberg Construction; and Ryan Sutherland, Norris Quarries; were both present for the opening of 2017 rock bids. Bids were as follows: Schildberg – Graham Quarry: 1 ¼ Crushed Stone – $10.95; 1 inch Base Rock – $11.00; 2 ½ inch Road Rock – $11.00 and Rip Rap (Shot Rock) $11.75. Shambaugh Quarry: 1 ¼ Crushed Stone – $11.65; 1 inch Base Rock – $11.40; 2 ½ inch Road Rock – $11.40 and Rip Rap (Shot Rock ) $11.95.
Norris Quarries – 1 ¼ Crushed Stone – $11.00; 1 inch Base Rock – $11.00; 2 inch Road Rock – $11.00 and Rip Rap (Shot Rock ) $11.60 and Backfill – $8.05. All rock prices are on a per ton basis.
Road and Bridge Supervisor Meyer requested that the commission accept all bids as presented allowing them to get the rock needed for the closet quarry.
South District Commissioner Richard Burke made a motion to accept all bids as presented. Motion was seconded by North District Commissioner David Chapin. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to accept the bids was as follows: Burke – yes; Chapin – yes and Livengood – yes.
The Commission then discussed the maintenance of East and West Glider with Road Supervisor Meyer. Supervisor Meyer stated that he had visited with Mr. Hale with the City of Rock Port. The City had fixed the drainage concern, but there has been no discussion about the continued maintenance of the roads. The Commission requested that Clerk Taylor draft a letter to the City Aldermen and attach a map of the area, so both the Aldermen and the Commission can review the concerns and be clear who is going to maintain each section of road. The letter was delivered to the City for their review.
Circuit Clerk Lorie Hall met with the Commission and reported that the state special project funds would run out on October 31st. These funds are used to pay for an additional employee in the Circuit Clerk’s office. She requested approval for the county to pick up the cost of this employee beginning November 1. At this time it was undetermined when the special projects funds would be approved for the new cycle. In addition she inquired if the Commission would allow a new position to be added to her office that would be funded by the County.
Currently all employees in the Circuit Clerk’s office are paid by the State, but the county pays 100% of their office expenses. The Commission took no action on either request to allow time to review the budget.
