The Commission met on Thursday, November 17, 2016. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Curtis Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Road and Bridge Supervisor Adam Meyer, was in to review his 2017 budget requests with the commission. Several years of lower fuel costs and good winter weather has aided in a budget surplus going into 2017, which Mr. Meyer hopes to use on equipment improvements throughout the department.
South District Commissioner Richard Burke made a motion for the county to support Mr. Bernie Heits for the FSA Committee Election. The motion was seconded by North District Commissioner David Chapin. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to cast the county vote for Bernie Heits was as follows: Chapin – yes; Burke – yes; Livengood – yes.
Presiding Commissioner Livengood then took North District Commissioner elect Jim Quimby around the courthouse to introduce him to employees and elected officials.

The Commission did not meet on Tuesday, November 22nd due to the Missouri Association of Counties Annual Meeting and training held at Tan-tar-a Resort and there was no Commission on Thursday, Novemer 24th due to the Thanksgiving Holiday. The Commission did meet on Tuesday, November 29, 2016, this being the 17th day of the regular October term. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission.

Jackie Spainhower, Executive Director with the Northwest Regional Council of Governments met with the Commission and Road and Bridge Supervisor, Adam Meyer to collect data for transportation concerns and needs that will be prioritized by TAC and provided to MoDOT for consideration in the 2018 – 2022 Statewide Transportation Improvement Program. Additional lettered roads were added to be requested by may not qualify due a 400 traffic count requirement.
Road & Bridge Supervisor Meyer reported that the Tarkio Special Road District had responded to our notice about removing Bridge #2640010 from the MoDOT BRO list, and they were in agreement to remove it. MoDOT will be contacted.
Supervisor Meyer also stated that Tarkio Special had inquired if a bridge in the Atchison County Special Road District that is south of the Vawter residence near Westboro would be considered for replacement. Discussion followed about the bridge being closed and abandoned for many years and no county funds have been spent on the section of road leading to the abandoned bridge for over ten years. The Commission was in agreement that it is not one they have considered allocating any funds towards at this time.

Presiding Commissioner Livengood reviewed a request from the Senior Citizens Tax Board to reappoint Sue Heits and Steve Hoffrogge to serve a new 4 year term as board members. North District Commissioner David Chapin made a motion to reappoint the board members as requested. The motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to reappoint Sue Heits and Steve Hoffregge was as follows: Livengood – yes; Burke – yes; and Chapin – yes.

A Letter of Agreement was reviewed as presented by Atchison County Levee District #1. South District Commissioner Richard Burke made a motion to accept the Agreement as presented. Motion was seconded by North District Commissioner David Chapin. Presiding Commissioner Livengood called for discussion and asked Road Supervisor Meyer if he was in agreement with the terms as outlined? He stated that he was. There being no further discussion, a roll call vote to accept the agreement was as follows: Chapin – yes; Burke – yes; Livengood – yes. Agreement attached to the record.
E-9-1-1/Emergency Management Director Rhonda Wiley was in to go over the funds remaining in the LEPC Budget. Funds can only be used on computers and software and must be utilized before additional funds can be requested. She is currently in need of replacing two computers within her office, which is an allowed use of the funds. Funds were allocated at budget approval so she was just notifying the commission before moving forward.
She also reported that the MOSWIN (Missouri Operational Secure Wireless interoperable Network) system will be added to the consoles at the 911 office for recording purposes, which was also approved in the 2016 budget.
The Contract for Services for January 2017 through December 31, 2019 for the IV-D County Reimbursement Cooperative Agreement with the Missouri Department of Social Services was reviewed and signed by Presiding Commissioner Livengood, Circuit Clerk Lorie Hall and Prosecuting Attorney Brett Hurst. It is contract #ER10217C003 with Andrew County being the host county for the Savannah Project.
The County was notified by the City of Rock Port that they would continue to maintain East Glider Avenue until a survey was completed by Midland Surveying, Inc. Once the survey is complete a new agreement between the City and the County will be drafted to maintain roads accordingly.
The Courthouse will be closed Monday, December 26th for the Christmas Holiday and Monday, January 3rd for the New Year Holiday.

The Commission reviewed at request from the Atchison County Library Board to reappoint Vickie Pearson and Karen Rogers to serve another four (4) year term. South District Richard Burke made a motion to approve the appointments as requested. Motion was seconded by South District Commissioner David Chapin. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to appoint Vickie Pearson and Karen Rogers was as follows: Chapin – yes; Burke – yes; Livengood – yes. Their new term will run from January 1, 2017 – January 1, 2021.
The commission reviewed the Sheriff’s 2017 budget and continued work on the overall budget.
