The Atchison County Commission met December 15 and 20, 2016, at the Atchison County Courthouse in Rock Port, Missouri.
DECEMBER 15–
Present were: David P. Chapin, North District Commissioner; Richard Burke, South District Commissioner; and Susette Taylor, Clerk of the Commission. Curtis Livengood, Presiding Commissioner, was absent.
Jim Quimby, North District Commissioner-elect, was present to observe.
Minutes of the previous meeting were read and approved. Bills were reviewed, approved and ordered paid.
Jim Jochim was in to check on the progress with the City of Rock Port and Glider Avenue. The commissioners reported that the City was in the process of obtaining the annexation survey from Midland. Once it is determined where the boundaries are an agreement will be drawn up, but until then the City and the County will continue to maintain each section as they have.
A petition presented by the Watson Special Road District was reviewed and approved to place the following issue on the April 2017 ballot.
WATSON SPECIAL ROAD DISTRICT
PROPOSITION
Shall the Watson Special Road District of Atchison County levy a tax rate of thirty-five cents ($0.3500) on the hundred dollars valuation, for a period of four years? This is a continuation of the existing tax.

Notification from Darby Logan, Senior Transportation Planner with MoDOT, was presented that Project BRO-B003-(23) is in the process of being closed.
Assessor Lori Jones presented her 2017 budget figures.
The public budget hearing to begin preparation of the 2017 budget was opened at 10:00 a.m. No citizens were present for the hearing. Clerk Taylor presented expenditure reports for 2016 with all departments coming in under budget. Clerk Taylor was authorized to begin the 2017 budget process. The commissioners voted to begin the 2017 budget process and close the public budget hearing.
