The City of Tarkio Board of Aldermen met on Wednesday, December 14, 2016, at 6:00 p.m. at City Hall. The Pledge of Allegiance was conducted. The regular meeting was called to order by Interim Mayor Timothy Morehouse. Roll call was done by City Clerk Becky Jones: aldermen Mike Klosek, Scott Poppa, Ed Hunkins, and Andy Riley were all present. City employees present were Chief Tyson Gibbons, Park Superintendent Kevin Bennett, Street Superintendent Jamie Quimby, and Building Inspector Jessie Payne. Visitors present were Dallas Prather, Blu Dow, JoLynn Whittington, and Brian Dierberger.
Arthur White and Associates was added to the agenda. The aldermen approved the minutes from the regular meeting of November 9, 2016, as distributed. Election filings for April 4, 2017, opened on December 13, 2016, at 8 a.m. and will close on January 17, 2017, at 5 p.m. The position of Mayor, a one-year unexpired term, and a seat on the North Ward (Scott Poppa), and a seat on the South Ward (Andy Riley), each two-year terms, will be on the ballot for election.
Arthur White & Associates’ representative Brian Dierberger was present to go over the annual audit with the aldermen. The City bid out the services for the employee health insurance policy for 2016. JoLynn Whittington with Colflesh Insurance Services was present to go over some of the plans with the city. Aeschliman Insurance also sent information for plans with BCBS.
Blu Dow with Tarkio Renewal presented questions on the use of a Community Development Block Grant through the City. The Board was unsure at the time of the meeting what the need would be for the uses of a grant.
Mayor Morehouse read Bill 199.16, Ordinance 186.16, AN ORDINANCE OF THE CITY OF TARKIO, MISSOURI, ADDING LANGUAGE TO THE 2017 APRIL GENERAL ELECTION BALLOT REQUESTING THE REGISTERED VOTERS THEIR OPINION OF A ZONING CHANGE ON GARAGE/STORAGE BUILDING ON VACANT RESIDENTIAL LOTS WITHIN THE CITY OF TARKIO. Riley made a motion to approve Bill 199.16, Ordinance 186.16. Poppa seconded the motion and all voted in favor. Mayor Morehouse read Bill 199.16, Ordinance 186.16 again. Hunkins seconded the motion and all voted in favor.
Mayor Morehouse read Resolution 47.16 for the appointment of Heather Hogue to the Tarkio Housing Board as the resident board member. Resolution 47.16 was approved.
The aldermen approved the 2017 Liquor License Applications which have been received and paid: Casey’s – Package Liquor License with Sunday Package Liquor License, $450.00; Tarkio Golf Club, Inc. – Original Package, 5% beer, $75.00, includes Sunday sales; Wild Horse Bar & Grill – Liquor by the drink at retail, for consumption on premises, $450.00; Torrey Pines – Package Liquor License with Sunday Package Liquor License, $450.00; Dollar General – Package Liquor License, $150.00, Permits sale of liquor and non-intoxicating beer by the package, Monday through Saturday; and Hy-Vee – Package Liquor License with Sunday Package Liquor License, $450.00.
The aldermen were given a list of the Tarkio Volunteer Firemen to receive a stipend pay for 2016. The total for the firemen’s payout request is $3,280.00. The aldermen voted to approve the firemen’s pay for 2016. The aldermen were asked to approve the 2017 Tarkio Volunteer Fire Department’s election of officers: Fire Chief Shane Bredensteiner; 1st Assistant Chief Duane Umbarger; 2nd Assistant Chief Michael Shaw; President Allen Wennihan; Vice President Wesley Lopez; Secretary/Treasurer Curtis Evans; and Board Member At Large Keaton Shaw. All officers were approved.
The aldermen were asked to approve to proceed with the Tarkio Code update for SB 491, changes in the offenses chapter. The approximate cost with General code will be $1,321.00. Riley made a motion to approve the City Code update with General Code for approximately $1,321.00 on SB 491 and the motion passed.
The aldermen were asked to approve to adopt the MIRMA Police Model Policy, revised 2016, to be adopted by January 1, 2017. This was tabled from November. Klosek made a motion to approve the new MIRMA Police Manual and the motion passed.
Department Reports
Ed Hunkins – Fire Department: Hunkins had no report.
Michael Klosek – City Buildings: The Community Building porch floor was fixed and painted by Dow Construction. The ceiling in the back room of City Hall was fixed by Dow Construction.
Andy Riley – Street Department: Riley gave Quimby’s Street Department report. The blades are on the trucks. Christmas decorations are up and several trees were trimmed. There was a request of more 110 outlets being added at the Sycamore R-V Park by one of the campers. The aldermen’s consensus was that the lines would have to be buried and that it would not be the best time to install more outlets.
Scott Poppa – Parks and Pool: Poppa had nothing to report.
Chief Gibbons – Police Department: Gibbons gave his report of traffic stops, investigations, and training. The officers will be choosing children to “Shop with a Cop.”
Adam Stanton – Building Inspector: Stanton was not present for the meeting due to sickness.
Interim Mayor Timothy Morehouse: Mayor Morehouse is interested in making Tarkio a Purple Heart Trail City.
City Clerk Jones: Jones asked if anyone had questions regarding their department’s financials. Jones gave an update for the Ag Partners tax abatement request. The Mayor and aldermen requested that this be added to the January agenda. Jones informed the aldermen that budget meetings need to begin in January.
Riley made a motion to pay the outstanding bills as listed with the addition of Art White and Associates’ $2,000.00 bill. The motion passed.
Poppa made a motion to give the full-time employees a salary incentive of $300.00, the part-time employees $200.00, and the cleaning personnel $50.00. Two aldermen voted aye, two aldermen voted nay, Mayor Morehouse voted aye in favor to break the tie. The motion and second were approved.
Klosek made a motion to go into executive session and give notice that the Tarkio Board of Aldermen, having duly voted to close its meeting, as authorized by subsection of Section 610.021 RSMo: Individually identifiable personnel records, and will conduct a closed meeting immediately following the regular meeting on December 14, 2016, at the Tarkio City Hall, 602 Main Street. The motion passed. Following the executive session, the meeting was adjourned at 8:55 p.m.
The next regular meeting will be January 11, 2017, at 6:00 p.m. at Tarkio City Hall.

The special meeting of the City of Tarkio Board of Aldermen was called to order by Interim Mayor Timothy Morehouse at 5:11 p.m. on Friday, December 16, 2016, at Tarkio City Hall. Roll call was done by City Clerk Jones: aldermen Mike Klosek, Scott Poppa, Ed Hunkins, and Andy Riley were all present.
Hunkins made a motion to approve Blue Cross Blue Shield Option 1, $3,500 deductible with Option Life/LTD6, from Colflesh Financial. The motion passed.
Poppa made a motion to approve Dow Construction’s bill of $1,167.55. The motion passed.
