The Commission met on Thursday, December 15, 2016. Present were: North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission. Presiding Commissioner Curtis Livengood was absent.

South District Commissioner Richard Burke called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Jim Jochim was in to check on the progress with the City of Rock Port and Glider Avenue. The commission reported that the City was in the process of obtaining the annexation survey from Midland. Once it is determined where the boundaries are an agreement will be drawn up, but until then the City and the County will continue to maintain each section as they have.
A petition presented by the Watson Special Road District was reviewed and approved to place the following issue on the April 2017 ballot.
Board members of the Watson Special Road District Petition the Commission according to RSMo 137.565 asking the Commission, of the County in which such district is located, submit the question in such district for the purpose of voting for or against the levy of the tax provided for in the second sentence of the first paragraph of section 12 of article X of the Constitution of Missouri.
We, the Commissioners of the County of Atchison, the State of Missouri, in and for said county, DO HEREBY CERTIFY TO Susette M. Taylor, Clerk and Election Authority of Atchison County the following issue to be placed on the April 4th, 2017 Ballot according to RSMo. 137.570.
WATSON SPECIAL ROAD DISTRICT PROPOSITION
Shall the Watson Special Road District of Atchison County levy a tax rate of thirty-five cents ($0.3500) on the hundred dollars valuation, for a period of four (4) years? This is a continuation of the existing tax.

Notification was presented from Darby Logan, Senior Transportation Planner with MoDOT that Project BRO-B003-(23) is in the process of being closed.
Assessor Lori Jones presented her 2017 budget figures.
At 10:00 a.m. Presiding Commissioner Curtis Livengood opened the Public Budget Hearing to begin preparation of the 2017 Budget. No citizens were present for the hearing. Clerk Taylor presented expenditure reports for 2016 with all departments coming in under budget. The commission authorized Clerk Taylor to begin the 2017 budget process. There being no further discussion, South District Commissioner Richard Burke made a motion to begin the 2017 budget process and close the public budget hearing. North District Commissioner David Chapin seconded the motion. A roll call vote to approve was as follows: Livengood – yes; Chapin – yes; Burke – yes.

Senator Dan Hegeman was in to visit with the Commission about issues for the 2017 session. W.C. Farmer was present for the discussion.
Clerk Taylor presented the yearend financial summary for the Commission’s review.
Northwest Electric contacted the commission about leasing the ground at the Landfill site along Highway 136 for pole storage for a new transmission line from March through August of 2017. They stated that a contractor has not yet been hired for the project but if Northwest uses this site the contractor might want to use it as well. The Commission agreed to offer the use of the site for $500 per month for the pole storage and an additional $500 per month for the contractors use if needed. Clerk Taylor will notify Northwest Electric.

North District Commissioner David Chapin presented a notarized affidavit gifting a 2015 Gravel Retriever Model TM – serial number 1408407 to the County of Atchison for use in the road & bridge department.
