The Commission met on Thursday, March 23, 2017. Present were: South District Commissioner Richard Burke; North District Commissioner Jim Quimby; and Susette Taylor, Clerk of the Commission. Presiding Commissioner Curtis Livengood was absent.
South District Commissioner Richard Burke called the meeting to order.

South District Commissioner Richard Burke reported that he attended the Community Services meeting in Maryville on Wednesday evening.
Both South District Commissioner Richard Burke and North District Commissioner James Quimby attended the ACDC Rock Port Business Luncheon on Wednesday, March 22nd at noon.
The Commissioners went to the far southeast section of Atchison County to inspect roads and street signs. They found one sign down, which was reported to the Emergency Management Office.
Jason Garst with the Atchison County Levee District presented a copy of the response from the Omaha District of the U.S. Army Corps of Engineers stating they have performed an evaluation of the request to review the proposed sand bag closure plan for Outer Road as prepared by Atchison County Emergency Management. Based on the evaluation, the Omaha District does not accept the proposed closure plan as proposed. They provided comments that must be addressed and resubmitted for review and comment. The Commission will discuss the concerns with Director Wiley to provide the comments requested for the Emergency Action Plan as required.

The Commissioners met at the Tarkio Resource Center to participate in the Radiological Emergency Management Drill.

Jody VanSickle, owner of Double M Towing, was present to ask the commission if they would consider leasing or selling a 6.2 section of land adjacent to the landfill along Highway 136 for him to use for his business. The commission stated that the site was currently leased to Midwest Electric until August. Jody said that was not an issue but he had to know if it was an option due to his need to find a site by the end of 2017. After discussion related to his business plans the commission felt the best option would be for him to purchase the site. No further details were discussed and a final decision was not made at this time.
Clerk Taylor reminded the commissioners that the D.A.R.E. graduation will be held at Tarkio on Tuesday, April 4.
Presiding Commissioner Curt Livengood attended the Northwest Missouri Regional Council Board Meeting on Thursday evening, March 23.
All commissioners attended the Fairfax business luncheon on Wednesday, March 29th.

Clerk Taylor reported that all polling locations were open and everything was going smoothly.
At 9:30 a.m. Road and Bridge Supervisor Adam Meyer presented bids for a 2012 dump truck. There was only one bid received from Peterbilt of Council Bluffs & Omaha for a 2012 367 Peterbilt truck with a 17’ steel dump body. Truck bid was $70,000 and the dump box bid was $29,055 for a grand total of $99,055. North District Commissioner Quimby inquired about the cost of a new truck. Supervisor Meyer stated a new one would run between $125,000 and $150,000 just for the truck. Supervisor Meyer has inspected this truck and felt like it was in sound condition and met the needs of the department. South District Commissioner Richard Burke made a motion to accept the bid as presented from Peterbilt. The motion was seconded by North District Commissioner James Quimby. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to accept the bid of $99,055 for the 2012 367 Peterbilt with a 17’ steel dump body was as follows: Burke – yes; Quimby – yes and Livengood – yes.
Sheriff Dennis Martin was in to discuss department matters. Additional parking needs were discussed and the commission approved going out for bids to add additional parking to the south side of the jail. Specifications will be drawn up and bids requested. Sheriff Martin also stated that the new law enforcement truck was ready to pick up and the dealer had offered $16,000 trade for the old truck. The commission felt that the price was fair and the county did not have any other needs for it. South District Commissioner Richard Burke made a motion to trade the old 2013 Ford F-150 with a value of $16,000 in to go towards the new purchase. Motion was seconded by North District Commissioner Jim Quimby. Presiding Commissioner Livengood called for discussion. There being none, a roll call vote to approve the trade was as follows: Burke – yes; Quimby – yes; and Livengood – yes.
