The Rock Port Park Board met on Monday, April 24, 2017 at 6:15 p.m. at the Rock Port City Park. Members present were Lisa Farmer, Shauna Farmer, Jill Lager, Sheena Roup, Katey Kroeger, Greg Young, Tisha Jackson, Tawni Ellis and Jim Skillen. Also present were Alderman Todd Stevens, City Superintendent Trevor Hale, Chief of Police Shannon Sherwood and City Clerk Ashtin Paris.
Park Board President Lisa Farmer called the meeting to order.
Lisa Farmer moved to approve the meeting agenda. Katey Kroeger seconded. All votes aye.
City Supt. Trevor Hale reported that the bleacher pads have been poured. One more pad needs to be poured at the north ball field. Hale recommended pouring a sidewalk from the concession stand to the north ball field.
Shauna Farmer moved to extend the sidewalk from the concession stand to the ball field. Tawni Ellis seconded. All votes aye.
Hale reported that all bathrooms are open with the exception of the concession stand bathroom. There is a leak at the water hydrant that must be fixed before the water is turned on. The guys are working to locate the water line and will remove the hydrant. Hale recommended having a water fountain installed on the outside of the concession stand. Lisa reported that they have a fountain that they may be able to donate. Hale will check if there are specific fountains for outdoor use. Hot asphalt repairs are 2/3 complete. Hale reported that the pool is full and ready to go for the season. SL1 will be used for the pad around the slide and the pad will need to be painted. The pad does not need to be replaced this year.
Hale reported that the 2010 54” Cub Cadet mower is not suited for mowing the park. Hale obtained two quotes from AgriVision for 72” John Deere mowers. Quotes were $9,500 and $10,600 with the municipal discount. Zero percent financing for 48 months is also available. They will be sending a representative down to look at the Cub Cadet to give a trade-in price for the mower.
Jill Lager moved to purchase a John Deere mower from AgriVision with 0% financing for 48 months. Katey Kroeger seconded. All votes aye.
Chief of Police Shannon Sherwood was present to discuss cameras and lighting at the park. Sherwood recommended improving the cameras at the park. Lisa Farmer will check with Midwest Data for improving the camera systems at the park.
Lisa Farmer moved to approve the February 13, 2017 meeting minutes. Jill Lager seconded. All votes aye.
Jill Lager moved to approve the February 2017 financials. Katey Kroeger seconded. All votes aye.
Jill Lager moved to approve the March 2017 financials. Katey Kroeger seconded. All votes aye.
Jill Lager moved to appoint Lisa Farmer as Park Board President. Tisha Jackson seconded. All votes aye.
Tisha Jackson moved to appoint Jill Lager as Park Board Vice President. Shauna Farmer seconded. All votes aye.
Sheena Roup moved to appoint Shauna Farmer as Park Board Secretary/Treasurer. Katey Kroeger seconded. All votes aye.
A park cleanup day does not need to be held this year.
Movie nights in the park were discussed. Tisha has a projector and blu-ray player that can be used for the movie nights. A larger speaker may be needed. The first movie will be Sandlot and is tentatively scheduled for May 27th.
Katey Kroeger moved to approve the 2017 pool pass and admission rates. Shauna Farmer seconded. All votes aye.

The tentative pool opening date, with weather and pool conditions permitting, is Monday, May 22nd.
The tennis courts were discussed. Greg Young reported that the cracks will be filled when the weather is warmer.
Clerk Paris reported that the lights for the volleyball court are $570/light and 4 lights will be needed. The board agreed to hold off on purchasing the lights until the cameras and lighting issues are resolved as safety is the first priority.
Clerk Paris also reported that the city will be using textcaster to send community notices. Textcaster will be available for park and pool notices.
Tisha moved to approve 3 single pool passes valued at $50 each for the MAP testing committee. Jill Lager seconded. All votes aye. Recipients will have the option to upgrade to a family pass by paying the price difference.
4th of July decorations were discussed. There are ten flags to be put up for the 4th of July. Posts will need to be set to put the flags up. Greg Young picked up a sample of bunting from Do it Best for the park fencing. Shauna moved to purchase 20 sections of bunting for the park fence from Do it Best. Jill Lager seconded. All votes aye.
Jill Lager moved to adjourn into executive session for personnel matters pursuant to Section 610.021(3) RSMo. Shauna Farmer seconded. Roll call vote was taken. Lisa Farmer, Jill Lager, Katey Kroeger, Shauna Farmer, Tisha Jackson, Greg Young, Sheena Roup, Tawni Ellis and Jim Skillen voted aye. Nay – none. Absent – none.
Lisa Farmer moved to adjourn executive session and resume regular session. Jill Lager seconded. All votes aye.
Jim Skillen moved to hire Kaleigh Farmer as the 2017 Pool Manager and set her salary at $6,200 for the season. Sheena Roup seconded. Jill Lager, Katey Kroeger, Greg Young, Tisha Jackson, Tawni Ellis, Sheena Roup and Jim Skillen voted aye. Lisa Farmer and Shauna Farmer abstained.
Jim Skillen moved to hire Jacqueline Bradley and Megan Stevens as 2017 Assistant Pool Managers and to set their 2017 wages at $9.00/hr. Tisha Jackson seconded. All votes aye.
Jim Skillen moved to hire returning lifeguards Abby Bradley, Journi Burke, Dayle Davis, Jade Lemmon and Jacie McMahon and to approve the 2017 wages. Jill Lager seconded.
