The Tarkio Board of Aldermen met Wednesday, August 9, 2017, at 6:00 p.m. The Pledge of Allegiance was conducted. The Public Hearing was called to order by Mayor Timothy Morehouse at 6:15 p.m. Roll call was done by Clerk Becky Jones: aldermen Scott Poppa and Ed Hunkins were present and aldermen Mike Klosek and Andy Riley were absent.Visitors were David Lee, Karen Clark, Sherri Clement, Mike Klosek, Sr., Virgil Mather, Barb Hines, Roberta Bennett, Starla Livengood, Robert Hughes, Tenn Harbin, Stephen W. Harrington, Robert Driskell and Megan McAdams. Employees present were Police Chief Tyson Gibbons, Police Officer Adam Stanton; Park Superintendent Kevin Bennett, and Street Superintendent Jamie Quimby.
A Public Hearing to address the Zoning Board’s recommendation was held. The Zoning Board met July 10, 2017, at 5:00 p.m. to take into consideration for Tenn Harbin to build a 40 x 60 building at 302 Walnut in the residential area and remove the house on the property. The Zoning Board approved the request.
At this (August 9) meeting, Tenn Harbin gave his information about his request for the building at 302 Walnut Street. Many questions were asked from neighbors within the area who were in attendance and others commented on the project. Starla Livengood, John Driskell, Roberta Bennett and Barb Hines asked question about the alley, drainage and fences and more. John Driskell gave the Mayor a petition of signatures of people who disapprove of the building being built and pictures of Mr. Harbin’s other properties. Steve Harrington gave his reasons to approve the area for the building: we need to encourage businesses to remain in town and accept any that want to come and build and make any area look better by tearing down a dilapidated building. The Public Hearing on Harbin’s request was closed at 6:50 p.m.
Mayor Morehouse opened the Public Hearing on the Tax Rate to be set for 2017. In 2016 the tax rate was 1.7630, and 2017 the total rate may be 1.7780. The State of Missouri sets the rates for the cities and the cities have to approve. Mike Klosek, Sr. asked what the percentage of increase that would be. The increase amount is 0.015 cents or 0.85%. The Public Hearing was closed at 6:55 p.m. Poppa made a motion to approve the minutes of the July 12, 2017, regular meeting as distributed. Hunkins seconded the motion, 2 “ayes” voted to approve the motion and the second.
The following business was not conducted due to an absence of a quorum.
1. Approve BILL 208-17, ORDINANCE 195.17: AN ORDINANCE FOR THE CITY OF TARKIO, MISSOURI, AMENDING CHAPTER 405, ZONING REGULATIONS, ARTICLE X, ADMINISTRATION, SECTION 405.450, ENFORCEMENT, APPLICATION AND PERMITS, SECTION F OF THE CODE OF ORDINANCES OF THE CITY OF TARKIO, MISSOURI.
2. Approve BILL NO. 209.17, ORDINANCE NO. 196.17 AN ORDINANCE LEVYING A TAX UPON ALL OF THE TAXABLE PROPERTY IN THE CITY OF TARKIO, MISSOURI, FOR MUNICIPAL PURPOSES FOR THE YEAR 2017 FOR THE PURPOSE OF PAYING THE ORDINARY AND CURRENT EXPENSES OF SAID CITY, INCLUDING GENERAL FUND FOR THE PURPOSE OF CARRYING ON THE CITY GOVERNMENT AND PAYING THE EXPENSES OF SAID CITY GOVERNMENT; INCLUDING LIGHTING OF PUBLIC STREETS AND ALLEYS; AND FOR THE FURTHER PURPOSE OF LEVYING A TAX FOR THE YEAR 2016 UPON ALL TAXABLE PROPERTY IN SAID CITY FOR THE PURPOSE OF PROVIDING FOR THE MAINTENANCE AND IMPROVEMENTS OF THE PUBLIC PARKS OF SAID CITY; AND FURTHER PROVIDING FOR THE COLLECTION OF PENALTIES ON DELINQUENT TAXES;
The Total Tax rate will be 1.7780 an increase of 0.015 from 2016.
3. Approval of Tenn Harbin’s variance request to build a 40 x 60 shed, to run business, at 302 Walnut and remove the house.
4. Request from Mule Barn Theatre Guild to help in the cost of the Rankin sign at the Polk School House.
Poppa made a motion to approve Resolution 50-17 to appoint Marvin Southard to fill the unexpired term of Paul Lester on the Tarkio Housing Authority Board. Hunkins seconded the motion, 2 ayes voted to approve the motion and the second.
Chief Gibbons gave the board an update on the K-9 information. MIRMA does cover the liability of the dog, but not the dog.

Ed Hunkins, Fire Depart­ment – Hunkins had no report.
Michael Klosek, City Buildings – No report, absent
Andy Riley, Street Department – Andy was absent. Quimby gave his report: The front loader had all filters and fluids changed and a leak source was located. The loader has to have a new radiator, at a cost of $1,060.00 plus shipping from Victor Phillips. The Walnut Inn is down and the street is completely open. Mr. Derrick Fee cleaned up a lot of dirt at the brush pile and made a larger area for debris. Andy and Jamie are in the process of reviewing and revising our tree trimming and removal policy and they hope to have this completed by next month’s meeting. Herzog explained the street resurfacing contract. It is a unit based contract and the city has to pay for material used. RES (the company putting up the windmills) donated around 60 yards of cement to the city. You will see some projects being done around town.
Scott Poppa, Parks and Pool – The sewer line for the Doug Summa Memorial Park bath room will run down to the Tarkio Rodeo Grounds. He stated that the sewer line will be running parallel to the grounds and will be cutting through the sand volleyball court. The court will have to be relocated. The pool will be closing on Sunday, August 13, 2017.
Chief Gibbons, Police Department – Gibbons gave his report of traffic stops, investigations, and training.
Mayor Timothy Morehouse wanted to thank the workers for coming together on such quick notice for the concrete work.
Adam Stanton, Building Inspector – Stanton gave an update on the work taking place at the old Shopko building. The building will become an office and storage facility for the company building Rock Creek Wind Project. He stated that trucks will be entering and exiting onto 3rd Street from the building.
Clerk Jones, financials – Jones asked the board if anyone had questions regarding their department’s financials. There were none. Jones also gave an update on the MIRMA recommendations that are on the list unfinished. Bennett commented that the pool and some of the parks recommendations will be done soon.
Poppa made a motion to pay the outstanding bills. Hunkins seconded the motion, 2 “ayes” voted to accept the motion and the second. The motion passed. Hunkins requested to move the September meeting due to a conflict. The consensus was to change the meeting date to the 6th of September.
A special meeting will be held on August 15, 2017, at 6 p.m. to finish the items not addressed on the agenda for the August 9th meeting. The meeting was adjourned at 7:45 p.m. The next regular meeting will be September 6, 2017, at 6:00 p.m.

The special meeting was called to order by Mayor Timothy Morehouse at 6:00 p.m. Roll call was done by City Clerk Becky Jones: aldermen Scott Poppa, Ed Hunkins, Mike Klosek and Andy Riley were all present. Visitors were Mike Klosek, Sr. and Craig Martin for the Board of Adjustments. City employee Tyson Gibbons, Chief of Police, was also present.
Riley wanted to add information about Broad Street resurfacing. The project has been cancelled for this year.

The board was asked to approve Tenn Harbin’s variance request to build a 40 x 60 shed, to run a business, at 302 Walnut and remove the house. Klosek made a motion to approve the request of Tenn Harbin. Poppa seconded the motion. The aldermen had 2 ayes voted for the motion and the second and 2 nays voted against the motion and the second. Mayor Morehouse voted aye in favor of the motion and the second to break the tie. The motion and second are passed and request approved.
The board was given the information on the request from the Mule Barn Theatre Guild to help in the cost of the Rankin sign at the Polk School House in the amount of $200. Riley made a motion to give the Mule Barn Theatre Guild $200 to go toward the Rankin sign. Klosek seconded the motion and 4 ayes voted to accept the motion and the second. The motion passed.
The board voted to pay the outstanding bill.
