The Rock Port Board of Aldermen met Wednesday, August 16, 2017 at 6:00 p.m. with Mayor Chris Chamberlain presiding. Board members present were Todd Stevens, Ron Deatz, Lavon Paukert and Tim Taylor. Also present were Utility Clerk Terri McGuire, Chief of Police Shannon Sherwood, and City Clerk Ashtin Paris. Visitors were Cory and Tierra Stoner.
Mayor Chamberlain called the meeting to order.
Taylor moved to approve the meeting agenda. Deatz seconded. All votes aye.
Deatz moved to approve the July 19, 2017 meeting minutes. Paukert seconded. All votes aye.
The public hearing for the request to rezone Cory and Tierra Stoner’s property located at 111 Liberty Lane was held. No citizens were present to object.
The 2017 tax rate hearing was held. No citizens were present to object.
Mayor Chamberlain presented Ashtin Paris with a plaque in recognition of her 10 years of outstanding service and dedication to the City of Rock Port. Ashtin began employment on August 1, 2007 as the Deputy City Clerk and was hired as the City Clerk/Court Administrator on July 22, 2009. Ashtin has earned the titles of Certified Court Administrator and Missouri Registered City Clerk during her 10 years of employment.
Taylor moved to approve the City financial statements, accounts payables, sales tax reports, delinquent tax list, and all board and departmental reports. Paukert seconded. All votes aye.
Deatz moved to approve the Utility financial statements, accounts payables, purchased power and water statements, take or pay water use report, water loss reports and Utility Clerk report. Paukert seconded. All votes aye.
Bill # 1181 – Annexation of property owned by the City of Rock, MO– was read. Stevens moved to approve the first reading. Paukert seconded. Roll call vote was taken. Paukert, Deatz Stevens and Taylor voted aye. Nay – none. Absent – none. Deatz moved to approve the second reading. Taylor seconded. Roll call vote was taken. Paukert, Deatz, Stevens and Taylor voted aye. Nay – none. Absent – none. Mayor Chamberlain declared Bill # 1181, Ordinance # 1181.

Clerk Paris presented the cost benefit analysis for paperless meetings. Estimated first year savings of switching to paperless packets is $1,029.48. After the first year, yearly savings are estimated at $3,447.48. Deatz moved to approve the paperless meeting package from Apple, Inc. for $2,268.00. Paukert seconded. All votes aye.
Free service to City was discussed at length. No action taken.
Stevens moved to accept electric rate study proposal 2 from Olsson Associates for $18,000. Taylor seconded. All votes aye.
No sealed bids were received for janitor services. Paukert moved to place the janitor services out for sealed bids again. Stevens seconded. All votes aye.
Clerk Paris gave a brief review of the Sunshine Law.
MJMEUC delegates were discussed. An ordinance will be placed on the September agenda to appoint Trevor Hale as the delegate and Tim Taylor as the alternate.
Stevens moved to approve the liquor license application for 44 Plaza, Inc. dba Dusty Trail Café and Steakhouse. Paukert seconded. All votes aye.
Taylor moved to approve the special event permit application – fireworks from Reed Martin to shoot off fireworks at home football games and pep rallies. Paukert seconded. All votes aye.
Taylor moved to approve the request to close a portion of Clay Street from the alley to Nebraska St. on October 14, 2017, from 1:00 – 5:00 p.m. Deatz seconded. All votes aye.
Chief of Police Shannon Sherwood reported that he wrote a letter to the editor concerning the recent acts of vandalism.
City Clerk Ashtin Paris extended thanks from Judge Patrick McLaughlin for reimbursement of his expenses for the MMACJA conference.
Utility Clerk Terri McGuire reported that the next scheduled street project is Calhoun St. (Main St. – Water St.).
Alderman Stevens reported nuisance property and junk/abandoned vehicle concerns. Stevens also noted the decrease in water loss to 23%.
Mayor Chamberlain reported concerns presented at the community council meeting held on August 9th. Concerns presented were as follows: potholes/patching, Hillside/Cass St. condition, beautification issues, buildings on Main Street, interstate lighting, vandalism/littering, drug problems, and community pride and involvement. The next meeting will be held in October.
