Presiding Commissioner Curt Livengood called the meeting to order.

Bills were reviewed, approved and ordered paid.
Monthly department reports were reviewed and approved.
South District Commissioner Richard Burke presented the Domestic Violence Proclamation at the candlelight ceremony held on Wednesday evening.

The commission approved and signed the following resolution honoring Jerry Baker for his years of service to Atchison County Extension.
Atchison County Commission Resolution
WHEREAS, the members of the Atchison County Commission make it a practice to recognize and commend individuals who have excelled in a career as a public servant; and
WHEREAS, JERRY BAKER began his service to Atchison County in 2004, as the Community Development Specialist with the University of Missouri Extension office in Atchison County; lending his knowledge and excellence for 13 years; and
WHEREAS, JERRY has devoted countless hours of effort, demonstrating personal excellence and diligence to his special duties and accomplishments, including; – serving as the Secretary for MINK (Missouri, Iowa, Nebraska, Kansas Missouri River corridor development); serving as the State MU Extension Sunshine law contact; organizer and secretary of the Big Lake Long-Term Recovery Committee; advised and supported two entrepreneurial business start-ups that are now successful; instructing MY LOGO (Missouri Youth Engaged in Local Government) – teaching local government to 8th grade students for 10 years with close to 1,000 students completing the multi-session course; did strategic planning for local governments and community organizations; participated in County Government Day in Atchison County, describing the basis and history of Missouri county government operations; served on the Northwest Area Roundtable of Economic Development; and served on the University of Missouri Educators Association; and
WHEREAS, JERRY has achieved respect from his colleagues and the citizens of Atchison County as a caring, and distinguished gentleman who cares about the needs of the county and others; and
NOW THEREFORE, BE IT RESOLVED, that the Atchison County Commission and fellow co-workers and friends commend JERRY for his long and honorable dedication to the citizens of Atchison County and wish the best to a devoted and honorable individual; and
BE IT FURTHER RESOLVED, the Atchison County Commission presented a duly inscribed copy of this to JERRY BAKER, honoring his retirement date of December 23rd, 2017, offered by Presiding Commissioner, Curtis Livengood.
A liquor license application from 7th Heaven Discount Store, 401 N. U.S. Hwy. 59 was reviewed by the commission. A motion was made by North District Commissioner James Quimby to approve the OP and SOP licenses. The motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Livengood called for further discussion, there being none a roll call vote to approve the licenses was as follows: Quimby – yes; Burke – yes and Livengood – yes.
At 9 a.m. the 2018 rock bids were opened and read. Road and Bridge Supervisor Adam Meyer, Jim Knox with Norris Quarries and Nick Jameson with Schildberg Construction Company were all present for the opening. Bids were as follows: Norris (Maitland Quarry): 1 1/4″ crushed stone, $11 per ton; 1″ base rock, $11 per ton; 2″ road rock, $11 per ton; rip rap, $11.60 per ton; and backfill, $8.05 per ton. Schildberg (Graham Quarry): 1 1/4″ crushed stone, $11 per ton; 1″ base rock, $11.05 per ton; 2 1/2″ road rock, $11 per ton; and rip rap, $11.80 per ton. Schildberg (Shambaugh Quarry): 1¼” crushed stone, $11.80 per ton; 1″ base rock, $11.55 per ton; 2 1/2″inch road rock, $11.55 per ton; and rip rap, $12.10 per ton. All bids were tabled for review. After review, Supervisor Meyer recommended accepting all bids for 2018 road rock. South District Commissioner Richard Burke made a motion to accept all bids for 2018 road rock. The motion was seconded by North District Commissioner James Quimby. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to accept all bids was as follows: Burke – yes; Quimby – yes and Livengood – yes.
Road and Bridge Supervisor Meyer presented a list of equipment that will be sold by sealed bid. He requested advertising in the Central edition of the Machinery Trader for a cost of $350 per week for a ¼ page display ad that will include pictures and a listing of equipment. South District Commission Richard Burke made a motion to advertise for three weeks with a ¼ page ad in the Machinery Trader. Ad will also include free advertising on their web page. The motion was seconded by North District Commissioner Jim Quimby. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to advertise for sealed bids in the Machinery Trader for three weeks was as follows: Burke – yes; Quimby – yes and Livengood – yes.
South District Commissioner Richard Burke made a motion to place a reserve bid amount of $25,000 on the Caterpillar dozer that will be listed. The motion passed.
The advertisement will run for three weeks beginning on October 30, 2017. Bids will be opened at 9 a.m. in the Atchison County Road and Bridge Office on Tuesday, November 21, 2017, and presented to the Commission on Tuesday, November 28, at 9 a.m. Specifications on all equipment that will be offered for sealed bid will be available in the Atchison County Road and Bridge Office on Monday, October 30. More details on the listing will be available once the ad is placed on the Machinery Trader website. The Commission will reserve the right to refuse any and all bids.
Article VI, Section 6(c) of the Missouri Association of Counties Bylaws requires the county commission to select one delegate from within its membership to serve as the voting delegate at the annual meeting. Presiding Commissioner Curtis Livengood was selected. Additional delegates will be selected by a majority vote of not less than seven elected officials in the county. Additional voting delegates will be: South District Richard Burke, Assessor Lori Jones, Treasurer Debbie True, Recorder of Deeds Eliza Beasing, and Clerk Susette Taylor.
