The Commission met Tuesday, March 13, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
The Commission moved to the courtroom for the opening of the 64th Annual County Government Day. Students were welcomed by the Legion Posts and elected officials. Following the opening ceremony they toured each office and spoke with the elected officials about their duties. Lunch was served and they were then able to sit in on live court and learn about the duties of the law enforcement and prosecution.
The auditing staff from the State of Missouri is on site to conduct the 2016-2017 audit for Atchison County.

The Commission met Thursday, March 15, 2018. Present were: Presiding Commissioner Curtis Livengood and Susette Taylor, Clerk of the Commission. North District Commissioner Jim Quimby and South District Commissioner Richard Burke traveled to Gentry County to attend the Northwest Commission Meeting.
Presiding Commissioner Livengood contacted North District Commissioner Quimby and South District Commissioner Burke via phone to discuss placing a bid for bat exclusion at the courthouse due to the required timeline needed to perform the work needed. They all agreed to move forward and place the ad in the newspaper to accept and open bids on Thursday, April 5 at 9:00 a.m.

Presiding Commissioner Livengood presented a request from the TIF Commission to reappoint Scott Melvin and Jacque Gayle Gebhards to serve another four year term on the board. A roll call vote to appoint Scott Melvin and Jacque Gayle Gebhards to a four year term on the TIF Board of Directors was as follows: Burke – yes; Quimby – yes and Livengood – yes.
At 9:00 a.m. Road and Bridge Supervisor Adam Meyer was present for several bid openings for his department. The first bid opening was for a 2018 John Deere Signature Series X738 tractor with a 60” shaft drive high capacity mower deck. AgriVision Equipment submitted the only bid, in the amount of $11,950. Supervisor Meyer reviewed the bid and recommended that it be accepted. A roll call vote to accept the bid for the John Deere Mower was approved as follows: Quimby – yes; Burke – yes and Livengood – yes.
The second bid opening at 9:15 a.m. was for a PRX Nexstar auto crane to add to the road and bridge service truck. Knapheide Truck Equipment submitted the only bid, in the amount of $15,288. Supervisor Meyer reviewed the bid for specifications and recommended it for acceptance. A roll call vote to accept the bid for the crane was as follows: Quimby – yes; Burke – yes and Livengood – yes.
The final bid opening at 9:30 a.m. was for a 2019 Model dump truck with box. Three bids were presented. Peterbilt, Inc., Kansas City, bid as follows: 2019 Peterbilt Model 367 dump truck – $137,821, trade allowance of $57,500 for a final trade difference of $80,321. Peterbilt of Council Bluffs, Iowa, bid a 2019 Peterbilt Model 367 dump truck – $128,536, trade allowance of $68,000 for a trade difference of $60,536. The final bids were from Westfall GMC Truck, Inc. Bid #1 was a MACK truck with drum brakes – $136,795, trade allowance of $40,000 for a trade difference of $96,795. Bid #2 was a MACK truck with disc brakes – 141,275, trade allowance of 40,000 for a trade difference of $101,275. Supervisor Meyer reviewed all bid specifications and found that the bid from Peterbilt of Council Bluffs failed to include the dump box, which disqualified their bid. They did provide a cost for the dump box that was not considered because it was after the provided bid time. When compared it still would have made their bid higher than KC Peterbilt. Supervisor Meyer recommended that the low bid from Peterbilt, Inc., Kansas City for a 2019 Peterbilt Model 367 Dump Truck – $137,821, trade allowance of $57,500 for a final trade difference of $80,321 be accepted by the commission. Presiding Commissioner Livengood inquired which truck this one would replace. Supervisor Meyer reported that the 2011 10 wheel dump truck would be the trade in. A roll call vote to accept the bid was as follows: Burke – yes; Quimby – yes and Livengood – yes.
Collector Diane Livengood was in to report that the 2017 Annual Settlement was complete and had been verified by Clerk Taylor.
South District Commissioner Burke and North District Commissioner Quimby reported on the topics at the Northwest Commission meeting held in Gentry County.

Presiding Commissioner Livengood presented Ordinance 2018-01 for approval. North District Commissioner Quimby made a motion to accept it as presented. South District Commissioner Burke seconded the motion. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to adopt the Certified Order of the Commission – Ordinance #2018-01 was approved as follows: Quimby – yes; Burke – yes; and Livengood – yes.
Ordinance #2018-01 adopts the National Incident Management System (NIMS) as the standard for incident management by the County of Atchison. NIMS contains a practice model for the accomplishment of the significant responsibilities associated with prevention, preparedness, response, recovery, and mitigation of all major and national hazards situations, and is required as a pre-condition to the receipt of federal grants, contract and activities related to the management and preparedness for certain disaster and hazard situations.
Road & Bridge Supervisor Adam Meyer was in to report to the Commission that Duane Klute had requested the inspection of a half-mile section of road which he would like to see brought into the CART Program. The commissioners agreed that the normal CART standards would need to be met with inspection by the supervisor in one year and then recommendations for approval would be presented at that time.
