REGULAR MEETING
The City of Tarkio Board of Aldermen met Wednesday, June 13, 2018, at 6:00 p.m. The Pledge of Allegiance was conducted. Mayor Tim Morehouse called the regular meeting to order. Tarkio City Clerk Becky Jones gave roll call: aldermen Mike Klosek, Blu Dow and Andy Riley were present and alderman Scott Poppa was absent. Visitors present were Michael Klosek, Sr. and Bart Young. City employees present were Chief Tyson Gibbons, Officer Adam Stanton, and Street Superintendent Jamie Quimby. Ashlee Driskell, Park Board President, came in late.
The Mayor asked for approval of the minutes of the May 9th regular meeting and May 30th special meeting as distributed. The minutes were approved as distributed.

Mayor Morehouse read Bill No. 223-18, Ordinance 209.18, Ordinance Authorizing THE EXECUTION OF Missouri highways and transportation commission’s agreement TO STATE BLOCK GRANT AGREEMENT BY AND BETWEEN THE CITY OF TARKIO, MISSOURI, A MUNICIPAL CORPORATION, AND THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION, TO PROVIDE AIRPORT IMPROVEMENT FOR THE CITY OF TARKIO, AND AUTHORIZING THE MAYOR AND CITY CLERK OF THE CITY OF TARKIO, MISSOURI, TO EXECUTE THE SAME BY AND ON BEHALF OF SAID CITY. The board approved Bill No. 223-18, Ordinance 209.18.

Diane Hofer would like to have the steering committee meeting on June 19, 28, or 29. The Board consensus was to have the meeting on June 19 at 5:30 p.m.
The Walnut Inn lots on Main Street bids did not pass in the May Meeting. There is another interested party for the Walnut Inn lots. The board will discuss putting it out for bid again at a later date.
Department Reports
Blu Dow – Fire Department: Dow had nothing to report for the local department. The Tarkio Rural Fire Department got a new truck.
Michael Klosek – City Buildings: McCoy may be starting on the windows at City Hall in a week or so. Klosek received an estimate from Schebaum on putting the siding back on the Community Building and replacing the window in the kitchen area for $801.54. Riley made a motion to allow Schebaum to do the work at the Community Building for the $801.54. The motion was seconded and approved.
Andy Riley – Street Department: Jamie gave the information he obtained on the equipment replacement, two other dealers never responded. Joe Machens Ford has the state bid for Fords. A 2019 Ford F-350, with the blade attachment and attachment for spreading salt during snow removal will be $37,550.00. Riley made a motion to order the 2019 Ford F-350. The motion passed. Ten tons of debris from sweeping the streets and dump truck loads of leaves and limbs are being cleaned from ditches and streets. Twenty-five tons of cold patch was delivered and half of it used. The Street Department purchased a new sprayer for weeds that is much more efficient. The grader was used on 1st Street and Myrtle Streets where gravel was delivered. We are looking into different ideas for the request from Mayor Morehouse on a different way of displaying the flags on Main Street. Storm drains at 11th and Pine and South 6th near Chambers both need rebuilt. Schebaum has been asked to look at these areas. The tube at 5th and Vine will be replaced, it is not a proper length. The department will be trimming low limbs along the right-of-way soon. The Mayor reminded the department to be cordial to the public when doing this.
Scott Poppa – Parks and Pool: Scott was not present. Ashlee Driskell, Park Board President, came in after the Park Board meeting adjourned. Driskell mentioned the Jeff Ellis Audit took place today and she thought it went well. The average daily swimmers are around 200 and the free swim day had a very good turnout. Sixty-nine people are registered for the Doug Summa Memorial 5K Fun Run on the 23rd so far. The Park Board is going to have a Friendship Day at the Ball Park on September 8th. They are going to have games and food and a movie will be played on an outdoor screen. More information will be available soon. The Dog Park is still being discussed.
Chief Gibbons – Police Department: Gibbons gave his report of stops and cases. Enel is donating $10,000.00 for AED’s for the police cars and the pool. A vehicle damaged the Schupp’s Barber Shop building on Main Street that is occupied by Community Services, Inc. There was a vehicle stolen in town and retrieved the same day in Council Bluffs, Iowa.
Mayor Tim Morehouse: Mayor Morehouse asked about a recent incident with a resident’s dogs and the animals death. The animals will be leaving town. There is a request to take down the tree in front of Northwest Martial Arts building and Sharyn’s Beauty Shop on Main Street. The Mayor is looking into the request.
Adam Stanton – Building Inspector: Stanton reported that the roof has collapsed to the floor in the back entrance of the New 2 You building on Main Street.
Clerk Jones – City Financials: Jones asked if anyone had questions on the May 2018 financials. There were no questions.
The aldermen voted to pay the outstanding bills. The meeting was adjourned at 7:10 p.m. The next regular meeting will be July 17, 2018.
SPECIAL MEETING
The City of Tarkio Board of Aldermen held a special meeting Tuesday, June 19, 2018, at 5:30 p.m. Mayor Tim Morehouse called the special meeting to order. City Clerk Becky Jones gave the roll: aldermen Scott Poppa and Mike Klosek were present, Andy Riley arrived at 5:40 p.m., Blu Dow was absent. Visitors present were Diane Hofer, Jahn Benis with Olsson & Associates, Danny and Bo Graves and Brooks Hurst.
Olsson & Associates were present to do the kick-off meeting for the Airport Layout Plan. CAD drawings and the scope of the work to be done was handed out. There will be three or four different people in the coming weeks to look over different areas of the airport. The meeting was adjourned at 7:00 p.m.
