The Fairfax, Missouri, Board of Aldermen met Monday, November 19, 2018. The meeting was called to order by Mayor Ryan Kingery at 5:00 p.m. Roll was taken. Besides the mayor, those in attendance were: aldermen – Kristi Duering, Beth Graves, and Michael Oswald; Water Superintendent John Brown; City Clerk Kristy McDonald; Treasurer Danny Kemerling; City Employee Steve Stevens; and Amy Dowis and Jerri Dearmont with NWRCOG.
The tentative agenda was approved, as well as the regular meeting minutes from October 17, 2018.
Jerri Dearmont and Amy Dowis were present representing the Northwest Missouri Regional Council of Governments (NWRCOG). They discussed grant options for the city for street improvements. The city can apply for a Community Block Grant for next year. The city will need to get an engineering report and complete an LMI (low-and-moderate income) survey. The survey will be sent out to all occupied households in Fairfax and must have an 80% return rate to be eligible to apply for the grant. The city hopes to get the survey started as soon as possible. Jerri and Amy then left the meeting at 5:40 p.m.
The accounts payable were approved. Danny Kemerling presented his treasurer report showing that all accounts are in balance. Kristy McDonald gave an update on property nuisances and presented a building permit for the council to review. She also informed the council that the new property insurance for the city is available to look over. John Brown went over items that he is anticipating will be needed next year so they can be included in the budget. He informed the council about a sewer line that had to be replaced on North Fourth Street; that work has been completed. He also gave an update regarding finding someone to fill the position of representing the city for the wholesale water commission next year. There was a brief discussion, but no decision was made.
The 2019 budget was presented. There were suggestions made and it will be presented to the council for approval at next meeting.
The meeting moved into closed session at 6:30 p.m. for discussion of personnel and personally identifiable information as provided by RSMo 610.021 (1,3,13). The council came back to open session at 6:48 p.m. The next meeting is December 19 at 6:30 p.m. The meeting adjourned at 6:50 p.m.
