The Atchison County Commission met Tuesday, December 4, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Month end departments reports were reviewed an approved.
Bills were reviewed, approved and ordered paid.
The commission met with Sheriff Dennis Martin to review his 2019 budget.
The commission met with Assessor Lori Jones to review her 2019 budget requests.
The commission reviewed the 2019 quote for property and liability insurance. The rate increased 6.7% over the prior year. The commissioners voted to accept the renewal as presented.
There being no further business, the commission adjourned.

The Commission met with Adam Meyer, Road and Bridge Supervisor, to review his 2019 budget.
Greg Beck, Maintenance Supervisor, reported on sewer issues at the Sheriff’s office. Some of the drive will have to be dug up to make the needed repairs.
A liquor license application from Hogue, LLC, was reviewed. The commissioners voted to approve the license.
Assessor Lori Jones invited Cell Tower Solutions (CTS) to meet with the commission and local school superintendents. Mr. Ethan Sickels, Rock Port, was the only superintendent able to attend. Also present for the meeting were Rex Wallace, Nodaway County Assessor, and Walt Woodard, CTS. Mr. Woodard told about the background of CTS. He stated that they create a value statement for assessors and dates of improvements, as well as correct depreciation groupings. After a lengthy discussion about Cell Tower Companies protesting the values added by this process and those protests still before the State Tax Commission, Assessor Jones suggested that the decision be tabled until a ruling is made. Both Assessor Wallace and Superintendent Sickels agreed.
