The Atchison County Commission met Thursday, January 8, 2019. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Atchison County Clerk Taylor presented the 2019 Budget Message and 2019 budget for review and final approval. Presiding Commissioner Livengood opened the Final Public Budgetary Hearing according to Section 540.600 RSMo at 10:00 a.m. The commissioners voted to accept the 2019 budget as presented.

The funds and appropriated amount for 2019 are as follows: General Revenue Fund, $2,826,880.00; Special Road & Bridge Fund, $2,095,751.00; Assessment Fund, $224,890.00; 13 Law Enforcement LEST Fund, $918,487.00; 14 Landfill Fund, $16,950.00; 15 Mitigation Fund, $466,800.00; 16 Multipurpose Election Fund, $16,900.00; 18 Law Enforcement Training Fund, $6,200.00; 20 PA Training Fund, $2,750.00, 2 Emergency Management Fund, $193,537.00; 24 LEPC CEPF Fund, $8,550.00; 26 Domestic Violence Fund, $4,200.00; 29 Tax Maintenance Fund, $46,000.00; 30 Unclaimed Fees Fund, $1,399.00; 31 Medical Reimbursement Fund, $27,119.00; 32 CART/Special Rock Fund, $533,850.00; 33 Economic Development Fund, $317,769.00; 34 Circuit Clerk Interest Fund, $0.00; 35 Recorders Fund, $20,000.00; 36 SB-40 Sheltered Workshop Fund, $157,000.00; 37 Div. The Clerk of the Commission will file a certified copy of this order and judgment with Debbie True, County Treasurer of Atchison County, Missouri, and will forward by registered mail a certified copy of the order and judgment to the State Auditor of Missouri.

Clerk Taylor presented a request from the Senior Citizens Tax Board to appoint Betty Allen to fill the unexpired term of Lee Eddie Stevens. The commissioners voted to appoint Betty Allen to fill the unexpired term.

Clerk Taylor reported that the terms of Janet Griffin and Mary Ellen Oswald need to be renewed for another four years. The commissioners voted to reappoint both to serve new four year terms beginning January 2019 through December 2022.

The 2019 agreement with Children’s Mercy was reviewed. The $3,500 approved in the 2019 budget was a $500 increase over the prior year allocation. The commissioners voted to approve the agreement with a $3,500 allocation for uncompensated services to Atchison County citizens.

North District Commissioner Quimby reported that he attended the Solid Waste meeting in Maryville on Wednesday evening.

The Commission met in special session Monday, January 14, 2019. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood and Clerk Taylor met with Attorney Ivan Schraeder and Ajay Arora from Ameren to discuss concerns about Ameren’s application for a Certificate of Need and Necessity.

Following the meeting the commission attended a public hearing held by the Public Service Commission and testified that the PSC deny Ameren’s request unless they are required to protect and preserve local taxation.

The Commission met Tuesday, January 15, 2019, this being the 5th day of the regular January term. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Members of the Atchison County Special Road District met with the commission to discuss the need for rock on a two mile section of road leading to the levee which would give citizens a route to use instead of driving along the berm. Board members present were Troy LaHue, Ryan Ottmann, Garry Garst, and Jason Garst. The county policy is that they or the landowners must apply the base and then upon approval the commission could bring it into the CART Program. The levee board asked if there was any way to request assistance from the county since the Corps is demanding no traffic on or along the levee. The commission requested that the levee district speak to landowners and report back. The commission agreed to take it under advisement and speak with Road Supervisor Adam Meyer about options.

Clerk Taylor presented Resolution No. 01-2019 to meet the final requirement in adopting the newly elected LAGERS rate of L-12. The commissioners voted to approve Resolution #01-2019 to adopt a change in the benefit program of covered employees, changing to Benefit Program L-12 in accordance with 70.655 RSMo.

Additions and abatements to the November 2018 tax books were approved as follows:

Personal Property – November 2018: Additions to the tax books – 2018, $17,973.08; 2017, $3,124.68; 2016, $765.89. Abatements from the tax books – 2018, $6,341.51; 2017, $36.58; 2016, $10.00.

Real Property – November 2018: Additions to the tax books – 2018, $185,138.92. Abatements from the tax books – 2018, $5,690.44.
