The City of Tarkio Board of Aldermen met Wednesday, February 13, 2019, at 6 p.m. The Pledge of Allegiance was conducted. City Clerk Becky Jones gave roll call: aldermen Blu Dow, Scott Poppa, and Mike Klosek were present; alderman Andy Riley was absent.

Mayor Morehouse called the public hearing to order and read the Planning Commission Board recommendation for a new zoning area. A rezoning request from W. Joshua Wright and Haley Wright to change zoning on the 1402 Park Street area (College Dorms, Ponderosa) from Business 1 to R-A Rural Agriculture was heard by the Planning Commission Board on January 24, 2019. The board recommends that a new zoning district be created and apply it to the area the Wrights are requesting to be R-A. The new district the Planning Commission is requesting to create would be R-A L, Rural Agriculture Low-Density. There was no opposition from citizens attending in changing the area to the new zoning.

The public hearing was closed. Mayor Morehouse called the regular meeting to order. Roll call was done by Clerk Jones: aldermen Blu Dow, Scott Poppa, and Mike Klosek were present; alderman Andy Riley was absent.

Mayor Morehouse asked for approval of the minutes of the January 9 regular meeting and January 12, 2019, special meeting as distributed. The minutes were approved as distributed.

Dow requested the March 6 meeting be moved to a different date. The aldermen voted to move the meeting to March 5.

Visitors present were: Joshua, Brinkley and Titus Wright, Dallas Prather, Mike Klosek, Sr., Shane Bredensteiner, Kyra Mills, Kevin Hurst, and Curtis Hedrick with the Board of Public Works. City employees present were: Chief Tyson Gibbons, Officer Adam Stanton, Officer Jesse Bolin, Street Superintendent Jamie Quimby and Building Inspector Jessie Payne. Park/Animal Control Superintendent Chris Hogue, and Park Board members Ashlee Driskell and Ashley Alsup came in late from the Park Board meeting.

Mayor Morehouse read Bill 227-19, Ordinance 213-19 by title, An Ordinance Authorizing Additions To Chapter 405 Of The Code Of Ordinances Of The City Of Tarkio By Amending Zoning Regulations Article I General Provisions; 405.020 Adding A Definitions; Changing Section 405.030. District Boundaries And General Regulations; Adding An Additional Zoning, R-A L Rural Agriculture Low-Density District In City Of Tarkio, Atchison County, Missouri, And Establishing The Effective Date Thereof. Poppa made a motion to accept Bill 227-19, Ordinance 213-19. It was approved.

Mayor Morehouse gave the second reading of Bill 227-19, Ordinance 213-19. Bill 227, Ordinance 213-19 was adopted.

Mayor Morehouse read Bill 228-19, Ordinance 214-19 by title, An Ordinance Changing By Adding A New Zoning District In The City Of Tarkio And Changing The City Of Tarkio Zoning Map. R-A L Rural Agriculture Low-Density District Is Being Added To The City Of Tarkio, Atchison County, Missouri, And Establishing The Effective Date Thereof. It was approved.

Mayor Morehouse gave the second reading of Bill 228-19, Ordinance 214-19. Bill 228-19, Ordinance 214-19 was adopted.

Mayor Morehouse read Bill #229-19, Ordinance #215.19 by title, An Ordinance Of The City Of Tarkio, Missouri, Amending Chapter 215 Nuisances, Article I Generally, Section 215.030 Penalty; Repealing All Other Ordinances In Conflict Therewith. Dow made a motion to approve Bill #229-19, Ordinance #215.19 by title. Klosek seconded the motion and the motion passed. This bill and ordinance change includes: Section 215.030.A.1, shall be modified to read as follows – 215.030.A.1, Prosecution, Upon conviction of violation of any provision or requirement of this chapter, the person shall be subject to punishment by a fine of no less than one hundred dollars ($100.00) while not exceeding five hundred dollars ($500.00). It shall be a separate offense for each day the nuisance is allowed or continues to exist.

The first and second readings of Bill #229-19, Ordinance #215.19 were approved and Bill 229-19, Ordinance 215-19 was adopted.

Riley arrived at the meeting at 6:30 p.m.

The bid opening for the selection of an auditor took place:

(1) Marsh Espey & Riggs Maryville, Audit of Financial Statements, March 31, 2018, $8,500. Audit of Financial Statements, March 31, 2019, $8,500. Should the City expend more than $750,000 of federal financial assistance, a Title 2 Subpart F of the Uniform Guidance audit would be required. If that were to be the case, the fee for the first major program would be $2,500, each additional major program will be billed at $2,000. It may very well be necessary that beginning balances may require adjustment. If so, additional fees for this work will be billed at $125 per hour, not to exceed $4,500.

(2) CLA (Clifton Larson Allen LLP, St. Joseph, Missouri), Audit of the 2017-2018, $15,000; 2018-2019, 15,540 and 2019-2020, $15,900 financial statements. If required: audit of one major program $3,000 each audit. Audit of Schedule of Payroll reportable to Missouri Intergovernmental Risk Management Association. 2018, 1,750 and 2019, $1,800.

(3) Kenney D. Hales, CPA, PC, Liberty, Missouri. Our fee for these services will be at our standard hourly rates plus out-of-pocket costs (such as report reproduction, word processing, postage, travel, copies, telephone, etc.) except that we agree that our gross fee, including expenses, will not exceed $8,500 each year.

The board looked over the three bids then voted to approve Kenney D. Hales, CPA, PC from Liberty, Missouri, to do the 2017-2018, 2018-2019, and 2019-2020 audits for the City of Tarkio.

Dustin Lambertsen with the Tarkio R-I School District is asking if the Park Board or city would like to put in $500 for a matching grant to build new picnic tables. The Tarkio Park Board is going to match this grant for picnic tables.

Department Reports

Blu Dow, Fire Department: Shane Bredensteiner spoke about a safety issue and the repairs on the air compressor which was fixed a month ago for $750. After the compressor was repaired the department was informed the fill station is not safe. Shane found a good used fill station that will work if they can get to the Wichita area to pick it up and the cost will be shared with the Rural Fire Department. The aldermen voted to upgrade the system. Shane then spoke with the board about a new fire truck. The department has recently received two donations for a total of $140,000 and they would like to purchase a new pumper truck to use inside the city and in the rural area. A new pumper truck will cost closer to $160,000. After discussing the options, the aldermen voted to allow $15,000 towards a new fire truck.

Mike Klosek, City Buildings: There is an area on the north side of the Community Building that needs repaired.

Andy Riley, Street Department: The street crew has been out several times in the last month to push snow and put salt and chat out. Jamie would like to propose that the city cross-train the guys at the Board of Public Works to help if needed or when someone is sick. Thank you to Scott, Andy, and Jessie for helping out while Jamie was gone. The salt supply has been checked and there is an ample amount. There are almost two full pallets at the shop and Ag Partners, the supplier, has an additional five pallets on hand if the city needs them. Potholes are developing, but until spring comes, and the cold patch can be ordered, there isn’t much that can be done. A proposal for street matting will be ready for the next council meeting. Dow raised the question on the procedures of removing the snow/ice and slush from the street. The snow route signs indicate that three inches is when they have the emergency routes in effect. At times when salt is spread, the department doesn’t like to push the slush off as they also push off the salt. Suggestions were made for changes in pushing snow and slush.

Scott Poppa, City Parks: A report by Ashlee Driskell and Ashley Alsup from the Park Board was given. They have updated the ball field lease for the school. The lease for the use of the field will be $2,000 per year and half the cost of the maintenance for the next three seasons. The board will be hiring a part-time person to work in the parks and pool. The board has set the pay for the managers for this pool season. The Code of Conduct is finished and will need to be signed by the coaches, players and parents/guardians. The pool hours for the 2019 season are going to be 1:00-7:00 p.m. daily.

Chief Gibbons, Police Department: Chief Gibbons reported on stops and cases filed. The AEDs for the department, Community Building and pool have been ordered, as the $10,000 donation was received. The department would like to purchase the K-9 dog and keep moving to raise the money to cover the cost to repay the budget. The aldermen voted to allow the department to proceed with the purchase of the K-9 dog.

Chris Hogue, Animal Control: No report.

Adam Stanton, Building Inspector: The buildings at 308 Main Street and 310 Main Street have been deemed dangerous and the city has contracted Tarkio Renewal to proceed with getting the buildings taken down.

Mayor Timothy Morehouse: No report.

Becky Jones, City Financials: Jones asked if anyone had questions on the January financials. The 2019-2020 budget was presented for review and will be adopted at the March 5 meeting.

The aldermen voted to pay the outstanding bills.

The meeting was adjourned at 7:45 p.m. There will be a special meeting on February 28 at 5:00 p.m. The next regular meeting will be March 5, 2018, at 6:00 p.m.
