The City of Tarkio Board of Aldermen met Tuesday, August 14, 2019. The Pledge of Allegiance was conducted. Mayor Tim Morehouse called the public hearing to order. City Clerk Becky Jones gave roll call: aldermen Blu Dow, Mike Klosek, and Scott Poppa were present; and Andy Riley was absent.

The public hearing is for setting the tax rate for 2019 for the City of Tarkio. There was no public participation for the tax hearing, and the public hearing adjourned.

Mayor Morehouse called the regular meeting to order at 6:05 p.m. Visitors were city employees: Police Chief Tyson Gibbons, Officer Adam Stanton, and Park Superintendent Chris Hogue.

Mayor Morehouse asked for the approval of the minutes of the July 10 regular meeting and special meeting of July 16, 2019, as distributed. The board approved the minutes.

There were no additions to the agenda. The Park & Recreation Co-ed Softball Tournament will be at the Tarkio Ball Field August 17 and 18 beginning at 8:00 a.m. At 8 p.m., a dive in theatre showing “Moana” at the Tarkio Pool will be open to the kiddos. On August 29, Culpepper and Merriweather Circus will be performing at 5:00 and 7:30 p.m. at the Tarkio Baseball Practice Field near the rodeo grounds. On September 7, 2019, the second annual Friendship Day Fair begins at 4:00 p.m. on Main Street and the street dance begins at 9:00 p.m.

Mayor Morehouse read by title Bill No. 238.19, Ordinance No. 224.19: An ordinance levying a tax upon all of the taxable property in the City of Tarkio, Missouri, for municipal purposes for the year 2019 for the purpose of paying the ordinary and current expenses of said city, including general fund for the purpose of carrying on the city government and paying the expenses of said city government; including lighting of public streets and alleys and for the further purpose of levying a tax for the year 2019 upon all taxable property in said city for the purpose of providing for the maintenance and improvements of the public parks of said city; and further providing for the collection of penalties on delinquent taxes. The aldermen voted to approve Bill No. 238.19, Ordinance No. 224.19. Dow seconded the motion and the motion passed.

Mayor Morehouse read by title the second reading of Bill No. 238.19, Ordinance No. 224.19. Poppa made a motion to approve Bill No. 238.19, Ordinance No. 224.19. Klosek seconded the motion and the motion passed. Bill No. 238.19, Ordinance No. 224.19 passed.

Mayor Morehouse asked to adopt Resolution 59-19: A resolution of the City of Tarkio adopting the Atchison County Multi-Jurisdictional Hazard Mit-igation Plan. Klosek made a motion to approve Resolution 59-19. Poppa seconded the motion and the motion and the resolution passed.

Mayor Morehouse opened bids for the damaged roofs at City Hall, Polk School House, Ball Park Concession and Animal Control/Park Building (dog pound). The first bid opened was from Roofers Inc., Nebraska City, Nebraska, a bid only on the City Hall roof, $8,300. The second bidder was Dow Construction, Ball Park Concession Stand, $1,500, Park and Animal Control building, $5,000, and Polk School House, $2,400. The third bidder was Hoskins Siding and Window, Clarinda, Iowa, City Hall, $8,362, Park and Animal Control building, $5,150, and the Polk School House, $10,300. The school house was to be west half only bid.

Klosek made a motion to accept Dow Construction to fix Polk School house roof for $2,400 and to add a roof vent for an additional amount. Poppa seconded the motion: two ayes voted to accept the motion and the second and one (Dow) abstained. Klosek made a motion to accept Roofers Inc., to repair City Hall roofs for $8,300. Poppa seconded the motion and three ayes voted to accept the motion and the second, bid accepted. After a lengthy discussion on the bids and the condition of the Animal/Park Control, the board consensus was that this building is not worth $5,000 and not to put the money into a new roof. The Ball Park Concession stand bids will be given to the Park Board to decide on.

Department Reports

Blu Dow, City Buildings – The green area above the east doors of the Community Building needs to be painted, per Dan. A discussion was held on the painting that needs to be done and who/what department could help get this done. The Park and Streets will be contacted to see if they have help available to do the job. The doors on the east were discussed for painting again and this needs to be done at the same time as the area above them.

Michael Klosek, Fire Department – Mike reported the fire department had a training night and cut up an old school bus. The fire department building is over full, the 1978 fire truck is not needed and not worth much. The Craig, Missouri, Fire Department has no trucks and the department suggested to sell them the truck for $1. Poppa made a motion to sell it for $1 and the motion was seconded and approved.

Andy Riley, Parks & Pool – Andy was absent, but Chris Hogue said there were no other reports for parks besides the announcements previously made.

Scott Poppa, Streets – Poppa gave board members a copy of Jamie Quimby’s report. The white dump truck had to have two hoses replaced and a mount for the hydraulics that runs the snow blade had to be remounted, more welding needs done on the truck before winter gets here. We are working on the air conditioner in the skid steer, if we can repair. A glass got broke out by a falling limb on the skid steer. Cold patch has been delivered and is being used. Weeds on Main Street continue to be sprayed, other city properties have also been sprayed. We do not spray ditches or steep banks. We have started to cut trees that were approved with M & L Tree Services’ help. Trimming of the low hanging branches over streets are being cut. We are planning on burning the brush pile after Labor Day. The property owner at 4th and Poplar has repaired the street where their sewer line needed repaired. Tubes are being installed in a couple locations. Two city owned dumpsters need to be repaired. Klosek said that he knew of someone who could repair them. Herzog completed the street matting project. Residents had concerns with them working at the intersection of 3rd and Spruce because of the rest home and 3rd Street being closed. Herzog will always get out of the way of emergency vehicles.

Mayor Timothy Morehouse, Animal Control, Police & Airport – Morehouse reported a misunderstanding with the power on the pole recently installed at 6th and Main. He is working to get the power source figured out before Friendship Day.

Chris Hogue, Animal Control – Had nothing to report.

Tyson Gibbons, Police Department – Chief Gibbons gave his report of stops and cases.

Adam Stanton, Building Inspector – Had nothing new to report.

Becky Jones, City Financials – Financials for July were sent by email. There were no questions asked.

Poppa made a motion to approve the payment of the outstanding bills. The motion passed. Klosek made a motion to allow the mayor additional duties for electrical maintenance for the city. Poppa seconded, and the motion carried.
