The City of Tarkio Board of Aldermen met Tuesday, October 9, 2019. Mayor Tim Morehouse called the regular meeting to order at 6:00 p.m. Also present were Blu Dow, Andy Riley, and Scott Poppa, aldermen; Jamie Quimby, street superintendent; Chief Tyson Gibbons; Officer Adam Stanton; Park Superintendent Chris Hogue; and Park Board President Ashlee Driskell. Alderman Mike Klosek was absent. Visitors present were: Jeff Arp with Missouri Intergovernmental Risk Management Association, Larry Wilson with Liberty Utilities, and Michael Goins and Jeremy Davis with Midwest Data Center.
Mayor Morehouse asked for the approval of the regular meeting minutes of September 11 and special meeting September 26, 2019. They were approved as distributed.
Mayor Morehouse read Bill 241-19, Ordinance 227-19 by title, An Ordinance Granting A Franchise By The City Of Tarkio, County Of Atchison, Missouri, To Liberty Utilities (Midstates Natural Gas) Corp. dba Liberty Utilities, Its Successors And Assigns, The Right To Furnish, Sell And Distribute Gas To The City And To All Persons, Businesses And Industries Within The City And The Right To Acquire, Construct, Install, Locate, Maintain, Operate And Extend Into Within And Through Said City All Facilities Reasonably Necessary To Furnish, Sell And Distribute Gas To The All Persons, Businesses And Industries Within The City And In The Territory Adjacent Thereto And The Right To Make Reasonable Use Of All Streets And Other Public Places As May Be Necessary, And Fixing The Terms And Conditions Thereof. The aldermen voted unanimously to accept Bill 241-19, Ordinance 227-19.

Jeff Arp with Missouri Intergovernmental Risk Management Association. (MIRMA) was present to award the Tarkio Police Department a grant which they applied for. The award was for $972 for one new taser.
Michael Goins and Jeremy Davis with Midwest Data Center, Rock Port, Missouri, were present to inform the mayor and board that Midwest Data Center will be bringing fiber optics into Tarkio. It should be up and running in 12 to 18 months.
Department Reports:
Blu Dow – City Buildings. The city hall roof has been repaired from the hail damage.
Andy Riley – Parks & Pool. Ashlee Driskell was present to give the board an update on the parks. The board plans to work on the ball fencing, bleachers, obtaining new playground equipment with the grant from the Rotary. There will be someone coming to help explain how to properly close the pool so pipes aren’t damaged. Dates are being set for next year’s events.
Scott Poppa – Streets – James Quimby reported there were no major repairs this last month, just regular maintenance. There is just a little cold patch left to use. Jamie is considering ordering a pallet of the patch that can be used in winter. It is expensive, about $1,800 a pallet, but if it is used before the holes get too large it’s a big help. There is one identified tree left to take down. The low hanging branches along street right of way are still being trimmed. The brush pile has been burned. The area has not been leveled because it is too muddy. Equipment has been moved into the shop and they’ve started preparing for winter weather. A large amount of the rip-rap pile has been taken. The county still needs more, but wet weather hinders both the county and the city. The Board of Public Works had a water leak on Pine Street near 11th. This area is currently patched with gravel, and a contractor will repair this area with cement as soon as it settles.

Chris Hogue – Animal Control has had two dogs in the last month.
Tyson Gibbons – Chief Gibbons gave his report of stops and cases.
Becky Jones – Financials for the semi-fiscal year-end were sent out.
The aldermen voted to approve the payment of the outstanding bills.
