The City of Tarkio Board of Aldermen met Tuesday, November 13, 2019, at Tarkio City Hall. Mayor Tim Morehouse called the regular meeting to order at 6:00 p.m. The Pledge of Allegiance was conducted. Clerk Becky Jones gave roll call: aldermen Blu Dow, Andy Riley, and Mike Klosek were present; Scott Poppa was absent. City employees present were Street Superintendent Jamie Quimby, Police Chief Tyson Gibbons, and Police Officer Adam Stanton. Visitors present were Dallas Prather and Dustin and Jessica Lambertsen.

Mayor Morehouse asked for the approval of the regular meeting minutes of October 9, 2019, as distributed. The minutes were approved.

Additions – Dow asked about the area along Pine Street designated for a walk area to the school. The easement is too small to allow for sidewalks to be installed and markings were put on the street for walkers.

Announcements – Filings open December 17, 2019, at 8:00 a.m. and close January 21, 2020, at 5:00 p.m. for the April 7, 2020, election. One alderman from the North Ward, one alderman from the South Ward and the position of Mayor will be up for election in 2020 (Blu Dow’s and Mike Klosek’s alderman positions and Mayor Timothy Morehouse).

Mayor Morehouse asked if the visitors had anything to add to the meeting. Prather discussed a few things that were happening with Tarkio Renewal and thanked the board and mayor for helping with the clean-up on Main Street. Renewal may have the lot on Elm Street sold soon.

Mayor Morehouse read Bill 242-19, Ordinance 228-19: An Ordinance Authorizing A Change In The Zoning At Com 20’S Of N1/4 Cor Sec 22 Th S 1300′ Th E 660′ Th N 640′(S)Th W 260′(S) Th N 660′ Th W 400′ To POB. Re-Zone From R-1 Residential District To R-A Rural Agriculture District Within The City Of Tarkio, Atchison County, Missouri, and Establishing the Effective Date Thereof. Klosek made a motion to approve Bill 242-19, Ordinance 228-19. Riley seconded the motion and Dow, Klosek, and Riley voted aye.

Mayor Morehouse gave the second reading for Bill 242-19, Ordinance 228-19. Dow seconded the motion and three ayes were received. Bill #242-19, Ordinance 228-19 passed.

Mayor Morehouse read Resolution 60-19, Resolution for support for a federal legal holiday for Native American Indians. Riley made a motion against adopting the resolution. Dow seconded the motion. Three ayes voted against the resolution. The resolution did not pass.

Mayor Morehouse read Resolution 61-19, Resolution To Vacate-Demolish the Residence at 607 Walnut Street, Tarkio, Missouri 64491. Riley made a motion to approve Resolution 61-19. Klosek seconded the motion. Three ayes voted in favor of the resolution. The resolution passed.

Mayor Morehouse announced Bill No. 243-19, Ordinance 229.19, An Ordinance Approving Amendments To Section 405 of the Tarkio Code Of Ordinances Regarding Small Houses, to be on the December agenda.

Department Reports:

Blu Dow, City Buildings – The roofers will be in next week to shingle the west side of the Polk Schoolhouse that received damage from the hail.

Michael Klosek, Fire Department – Klosek reported Fire Chief Bredensteiner was going to take a trip to check out the building of the new fire truck. The fire chief asked about a wife going along to fire training. The consensus was it depends on the number of men going.

Andy Riley, Parks & Pool – Chris Hogue wasn’t present, but left his report for Riley to read. The pool is closed, doors and shelves have been painted. The Park Board is looking to put in new poles at the practice field north of the rodeo grounds.

Scott Poppa, Street Department – Jamie Quimby gave a report. The white dump truck had to have some exhaust work done and the gold dump truck had a solid brake line break when putting the snow blade on. Street Department employee Shane Hogue and Street Superintendent Quimby repaired it. The brush pile area has been cleaned up and leveled out. A few people from out of town are dumping yard waste. If caught, they are ticketed. Quimby has talked with Bruce Graves about the rip rap pile that has flowed over onto his property. It is reducing in size. Ag Partners will keep two to three pallets of salt on hand for the city and there are two to three at the shop. The salt and chat are ready, blades are ready and a replacement blade for the pickup. Because of the harvest traffic on 1st Street, the street crew placed barricades in this area with signs asking people to use an alternate route and it seems to be working well. Quimby believes that they will do this again next fall just before harvest starts. They have done their best to get the R-V Park ready for winter. All the hydrants have heat tape and insulation around them with barrels covering them to block wind. The people there are not as prepared for winter as the last bunch that was here. They have already had issues with water freezing at the camper or their hose freezing. Quimby has had to have Meek & Sons come clear a sewer line that had tree roots plugging it. Quimby was called down there one night because one site lost power. He replaced a 30 amp weak breaker. The crew installed a tube along 5th street between Walnut and Chestnut in the west alley and cleaned the ditch. The street department assisted the Board of Public Works in installing a new fire hydrant on the north side of Park St. near the corner of 11th Street. Quimby was asked to get some numbers together for a new Street Department building. He contacted Morton Building as they are a high quality building and he knew that their price would be on the high end of costs. He has also contacted Dow Construction, but has not been able to meet to get solid numbers. He is also going to be checking into what it would cost to bring this building up to code and fix the current issues with it. The information for the Morton Buildings is available with additional approximate costs included. The street crew assisted the Tarkio Police Department in securing the 607 Walnut trailer. Jamie also gave an estimate on a 42 x 80 building for $147,380.

Timothy Morehouse, Mayor, Animal Control, Police & Airport – The water board is looking for a replacement for Kevin Hurst. Morehouse gave an update on the electrical box move at the airport; it will be moved to the north end of the airport. Chris Hogue, Animal Control, has had two dogs and three cats. Chief Gibbons gave his report of stops and cases.

Adam Stanton, Building Inspector – Stanton did not have any updates.

Becky Jones, Financials – Financials were given for October.

Klosek made a motion to approve the payment of the outstanding bills. The motion was seconded and approved.

The meeting date for December 11 is in conflict with school programs. Riley made a motion to move the meeting up to December 4. Klosek seconded the motion and the motion passed. The meeting date was changed to December 4.

On January 11, there will be a special meeting for the city employees and Board of Aldermen and Board of Public Works.
