The Atchison County Commission met Tuesday, December 31, 2019.  Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

The commission continued final budget review of the proposed 2020 budget.

The Commission met Tuesday, January 7, 2020.  Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Bills were reviewed and approved.

Monthly department reports were reviewed and approved.

Clerk Taylor notified the commission that Nathan Johnson with Community Hospital-Fairfax has agreed to serve as Atchison County’s representative on the Workforce Development Board. The commissioners voted to appoint Nathan Johnson as the Atchison County Representative to the Workforce Development Board. Clerk Taylor will notify the Northwest Missouri Regional Council of Governments of the appointment.

The Commission participated in a conference call led by Kelly Meyer with Invenergy. Also present on the call were representatives from Ameren’s tax assessment and legal team: Jami Stone, Manager, Renewables Ameren Missouri; Chris Cudney, Tax Department Ameren; Joel, Tax Department Ameren; and Charlene Kim, Senior Corporate Counsel for Ameren. Discussion was held about current ownership and how the project will merge to Ameren. Questions about the EEZ were posed and the county said they needed to discuss all questions with legal counsel and would be glad to schedule another conference call in early February to continue discussion.

The commission met with Road and Bridge Supervisor Adam Meyer for a final review of the road and bridge budget and made adjustments as needed.

Minutes of the previous meeting were read and approved.

Additional monthly department reports were reviewed and approved.

Atchison County Clerk, Susette Taylor presented the 2020 budget for review and final approval. At 9:00 a.m. Presiding Commissioner Livengood opened the final public budgetary hearing according to Section 540.600, RSMo. The commissioners voted unanimously to accept the 2020 budget as presented.

APPROPRIATION ORDER

Whereas the Commission is advised that the budget for the year 2020 has been prepared and adopted in accordance with the County Budget Law (Sections 50.525 to 50.745, RSMo) and had been made available for public distribution between the 2nd day of January, 2020, and the 9th day of January, 2020, and that a public hearing was held on the 17th day of December, 2019, preceded by public notice set forth on the 2nd day of December, 2019.

And the Commission, being advised in the premises, orders that said budget estimate be spread upon the records of this Commission, and recorded on the records of this Commission, the same as above set out, is hereby approved and adopted this 9th day of January, 2020, as the revised and final budget for Atchison County, Missouri, for the year 2020.

And it is further ordered, adjudged and decreed that the following amounts are hereby appropriated, apportioned, and set aside for the payment of proposed expenditures of the following funds for 2020, as set forth in the approved column on the pages noted:

It is further ordered and adjudged that the Clerk of this Commission shall within five days of the 9th day of January, 2020, file a certified copy of this order and judgment with Debbie True, County Treasurer of Atchison County, Missouri, taking said Treasurer’s receipt therefor and said Clerk shall forward by registered mail a certified copy of this order and judgment to the State Auditor of Missouri.

Louis Feldmen with Invenergy met with the commission to introduce himself and report that he will be the contact point for Invenergy on the Outlaw project moving forward. Road and Bridge Supervisor Adam Meyer and Collector Diane Livengood sat in on the meeting. The commission presented Mr. Feldmen with a copy of the Economic Development agreement that needs to be completed by Invenergy now that the project has transferred and road concerns related to the project. Mr. Feldmen agreed to give the commission a monthly update on the project.

The commission reviewed the Atchison County Development Corporation minutes and financial report.

North District Commissioner Quimby reported that he attended the Solid Waste meeting in Maryville.
