The City of Tarkio Board of Aldermen met Tuesday, January 8, 2020, at 6:00 p.m. The Pledge of Allegiance was recited. Present were Andy Riley, Scott Poppa, Mike Klosek and Blu Dow, aldermen; Mayor Tim Morehouse; and Rebecca Jones, Clerk.

The minutes of the regular meeting December 4, 2019, were approved.

There were no additions to the agenda.

Filings opened December 17, 2019, and close January 21, 2020, at 5:00 p.m. for the April 7, 2020, election. One alderman from the North Ward, one from South Ward, and the position of mayor will be up for election in 2020 (the alderman positions currently held by Blu Dow and Mike Klosek, and Timothy Morehouse as mayor).

Visitors present were: Johnathan Stout, Megan McAdams, John and Bev Sands, Matt and Sandy Burke, and Mike Klosek, Sr. City employees Street Superintendent Jamie Quimby, Chief Tyson Gibbons, Officer Adam Stanton, Animal Control Chris Hogue, and Jessie Payne Building Inspector were also present for the meeting.

Mayor Morehouse read and presented a proclamation to Johnathan Stout for his heroic actions towards Martha Johnson at her house fire.

Mayor Morehouse asked for approval of two liquor licenses: Brianna Nelson for Bri’s Place for a full liquor license by the drink at 119 N. 3rd Street, and John and Bev Sands and Matt and Sandy Burke for a full liquor license by the drink at 401 Main Street, pending possession of the building. The new bar may be named 1887 Bar and Grill. The aldermen voted to approve Bri’s Place for a liquor license by the drink and pending the possession of the building at 401 Main approve the 1887 Bar and Grill for a liquor license by the drink.

Mayor Morehouse asked for approval of the 2020 firemen’s election of officers. They are: Shane Bredensteiner, Fire Chief; Michael Shaw, 1st Assistant Chief; Duane Umbarger, 2nd Assistant Chief; Allen Wennihan, President; Craig Vance, Vice President; Curtis Evans, Secretary/Treasurer; Keaton Shaw, Board Member At Large; and Brett Reeves, Training Officer. The aldermen unanimously approved the firemen’s election of officers.

Mayor Morehouse read Bill 244-20, Ordinance 230-20, An Ordinance Setting an Election on April 7th, 2020, For the Qualified Voters of The City of Tarkio Missouri, To Decide Whether to Forego Annual Municipal Elections for Six Years If the Number of Candidates Filing Equal the Number of Seats Up for Election in Accordance with Section 115.124 RSMo. It was unanimously approved by the aldermen.

Mayor Morehouse gave the second reading of Bill 244-20, Ordinance 230-20, An Ordinance Setting an Election on April 7th, 2020, For the Qualified Voters of The City of Tarkio Missouri, To Decide Whether to Forego Annual Municipal Elections for Six Years If the Number of Candidates Filing Equal the Number of Seats Up for Election in Accordance with Section 115.124 RSMo. The aldermen approved Bill 244-20, Ordinance 230-20.

Mayor Morehouse asked for approval of the appointment of Brooks Hurst as the airport manager for a five-year term. The aldermen voted to approve the request.

Mayor Morehouse asked for approval of the appointment of the Wingnuts Flying Circus EAA Club as the Airport Fixed Base Operators. The appointment of the Wingnuts Flying Circus EAA Club for a five-year term as the Fixed Base Operators at the Gould Peterson Municipal Airport was approved.

Quimby handed out information that he had compiled for the building of a new Street maintenance building. The aldermen voted to move forward with getting specifications ready to put the street maintenance building out for bid.

The aldermen also voted to move the March meeting to the first Wednesday, March 4, 2020, at 6:00 p.m.

Department Reports:

Blu Dow – City Buildings. There is a pillar at the Community Building that the street department had to cut off because it was loose. Dow said that she would look into what needs to be done to repair the pillars.

Michael Klosek – Klosek reported that there are five volunteer firemen who will be attending training in Columbia February 8 and 9.

Andy Riley – Parks & Pool. The Park Board is getting bids for the rubber mulch to put under all the equipment in all the parks. The estimate is 75,000 tons and may cost as much as $17,000 to do all the areas. The Park Board may be sending two men to pool operating training. A tentative schedule of events for the Park Board are: May 23, pool opening; June 6-7, softball tournament; June 27, Doug Summa 5K; August 20, Pool Dog Days; September 5, Friendship Day. The landing for the pool slide must be repaired, and the board is looking for someone to make the repairs.

Scott Poppa – Streets. James Quimby reported all equipment is up to date on maintenance. The brush pile has accumulated a lot of leaves and will have to be burned again soon. The Sycamore R-V Park sewer had to be fixed. The curb in front of Schupp’s Barber Shop had some repair work done to it. The street department will be helping the Parks Department with some dirt work for the new playground equipment.

Chris Hogue – Animal Control has not had any animals this past month.

Tyson Gibbons – Tyson handed out his report of stops and cases.

Adam Stanton – Building Inspector. Stanton reported the Johnson house has been cleaned up. A letter has been sent regarding the house at 2nd and Elm Street (the home of the late Gene Sparks), to fix the house that was burned.

Tim Morehouse reported that the airport runway will not be taken out until after the July air show in 2020. This will also give time for the new dirt being hauled in to settle before putting the runway back down.

Becky Jones – Financials were given for December. There were no questions asked.

The aldermen voted to approve payment of the outstanding bills.

The meeting was adjourned at 7:15 p.m. The next regular meeting will be February 12, 2020.
