The City of Tarkio Board of Aldermen met Wednesday, April 8, 2020, at 6:00 p.m. Mayor Morehouse called the meeting to order. Roll call was done by City Clerk Rebecca Jones: Mayor Morehouse and aldermen Sccott Poppa, Blu Dow, Mike Klosek and Andy Riley were all present via Zoom. (Members were not physically present due to the ongoing COVID-19 pandemic.) Police Chief Tyson Gibbons and Street Superintendent Jamie Quimby were also present by Zoom.
Mayor Morehouse asked for the approval of the March 5, 2020, special meeting and March 19, 2020, regular meeting minutes as distributed. The minutes were approved. The General Election was moved to June 2, 2020, due to COVID-19.
Mayor Morehouse asked for approval of the appointments for: David A. Baird, Judge; Robert Sundell, Prosecuting Attorney/City Attorney; Rebecca Jones, City Clerk/Treasurer; Tyson Gibbons, Police Chief; Adam Stanton and Jesse Payne, Building Inspectors; and Dr. Aaron Burke, Health Inspector. The appointments were approved.
Mayor Morehouse read Bill 247-20, Ordinance 233-20 by title, An Ordinance Authorizing The City Of Tarkio To Enter Into A Lease Purchase Transaction, The Proceeds Of Which Will Be Used To Pay The Costs Of Acquiring And Installing 48X80 Street Maintenance Barn Building And To Approve The Execution Of Certain Documents In Connection Therewith. Dow made a motion to approve Bill 247-20, Ordinance 233-20 by title. The motion was seconded and passed.
Mayor Morehouse gave the second reading of Bill 247-20, Ordinance 233-20 by title. Poppa made a motion to approve Bill 247-20, Ordinance 233-20 by title, and the motion was seconded and approved. Bill 247-20 was adopted.
Approve Resolution 62-20 Authorizing the Mayor to Execute a Contract with Morton Building, Inc. Klosek made a motion to approve Resolution 62-20, Riley seconded the motion, and Resolution 62-20 passed.
Mayor Morehouse asked to approve an acting president of the Board of Aldermen. Andy Riley is presently the president. Poppa made a motion to approve Riley as the acting president of the Board of Aldermen and the motion was seconded and approved.
Mayor Morehouse selected the department heads for 2020-2021 as follows: Andy Riley, Parks Department; Mike Klosek, Fire Department; Scott Poppa, Street Department; and Blu Dow, City Buildings. Dow made a motion to approve the selection of department heads and the motion was approved.
Mayor Morehouse asked to approve Aviation Project Consultant Supplemental, Gould Peterson Municipal Project No.: 18-001A-1A, Aviation Project Consultant Supplemental Agreement No. 2 Construction Services. Klosek made a motion to approve it and the motion passed.
Donation and transfer of money to Tarkio Renewal for demolition of property on Main Street was tabled to the May 13, 2020, meeting. Street Maintenance Barn estimates on interior were not available as of meeting time.
Mayor Morehouse asked for approval of Heinen Brothers Agri Service, Seneca, Kansas, for a 20-year lease on Hangar Lease #14, previous hangar of Roger Parshall, and allow the business to run from the Gould Peterson Municipal Airport. Dow made a motion to approve Heinen Brothers Agri Service and the motion was seconded. The lease and business are approved.
Dow, City Buildings: Dow Construction still plans to fix the pillars at the Community Building.
Klosek, Fire Department: Klosek had nothing to report on the fire department.
Riley, Parks Department: Riley reported the mulch has arrived and the park workers are trying to get it laid. The new playground equipment will also be put in sometime this month.
Dow made a motion to approve the payment of the outstanding bills. The motion was seconded and approved. The meeting is adjourned at 7:45 p.m. The next regular meeting will be May 10, 2020, at 6:00 p.m.
