The Atchison County Commission met Tuesday, August 18, 2020. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was absent.
Minutes of the previous meeting were read and approved. Bills were reviewed and approved.
The temporary county liquor license for Baja Ventures, LLC, d/b/a Iguanas Baja, was signed by the commission. Clerk Taylor notified each commissioner on Friday, August 14, that she had received the state permit and would issue the county license as of August 14. All three commissioners approved the August 14 issue date. The commissioners voted to approve the temporary 10-day permit.
The commissioners reviewed the 2021 County Aid Road Trust (CART) agreement and map of the roads enrolled in the program as presented by the Missouri Department of Conservation. Road and Bridge Supervisor Adam Meyer reviewed the map and answered questions. The commissioners voted to approve the 2021 CART Agreement as presented.
Clerk Taylor presented notification from Monica Bailey, ACDC Director, with a request to reappoint Kent Fisher to the EEZ board to serve a five year term. The commissioners approved the appointment.
The commission met with AC911/Emergency Management Director Rhonda Wiley, Sheriff Dennis Martin, and Atchison County Health Director Dr. Aron Burke for an update on COVID concerns.

Collector Diane Livengood was in to discuss the upcoming tax sale and properties that will be offered.
Bob Gagne with Star Insurance property inspector was in to meet with the commission and introduce himself. Following a brief meeting, Maintenance Supervisor Greg Beck took him on a tour of the building and the Sheriff’s office so he could get pictures and update maps. Mr. Gagne then inspected the highway barns.
Road and Bridge Supervisor Adam Meyer was in to notify the commission that he had been contacted by the Langdon Special Road District about options to replace a joint bridge. Mr. Meyer has contacted Mark Huck with Burns & McDonald to see if it would qualify for engineering through the Bridge Engineering Assistance Program.

Circuit Clerk Lorie Hall met with the commission to request additional funding to train someone to assist with duties in her office during sick and vacation times. She reported that Special Project funding, that allowed for a temporary/part-time employee, has been cut due to COVID. The commission requested verification that this position was removed due to COVID and will discuss the matter further once they review the information.
The commission participated in a conference call presentation with Charlie Poster, representing Soybean Growers. The presentation outlined the benefits of using biodiesel, which the commissioners will discuss with Road & Bridge Supervisor Meyer.
The county passed the following issue at the August 5, 2014, election and each year the commission votes to set the levy for the upcoming year.
Shall the County of Atchison be authorized to levy and impose a tax on all real property in the county which is classified as agricultural or horticultural property at a rate not to exceed $1.00 per acre for a period of 10 years from the date which such tax is first imposed, with all the proceeds of the tax to be placed in the “Special Road Rock Fund” and used solely for the purpose of purchasing road rock to be placed on county roads within the boundaries of the county?
After a lengthy discussion about the current rock prices and need for additional rock on some roads, the commissiones voted to once again set the 2020 Ag Rock Levy at .50 for 2020. This rate will be applied to every ag acre in Atchison County and be used solely for rock.
The 2020 Conservation Agreement for CART rock was reviewed by Road Supervisor Meyer and presented to Presiding Commissioner Livengood for signing.
Supervisor Meyer reported that he met with Mark Huck, Burns and McDonald. They looked at bridge #2080004. Since the bridge is on the county inventory, the Bridge Engineering Assistance Program will be able to cover the cost of engineering. They measured the bridge and the flood gates that feed the ditch so they can determine water flow. The thought is to replace the bridge with culverts. Once engineered, the county and Langdon Special Road District will be able to decide what the best option will be.
Clerk Taylor updated the Commission about a webinar with the Missouri Treasurer going over guidance and record keeping requirements related to the CARES Funding. She reported that there is now a Memorandum of Understanding that the county can enter with the Atchison County Health Department. The memorandum will require the Health Department to be responsible for the audit of funds allocated. Clerk Taylor will visit about this option with Julie Livengood, administrator, and see if that is a better option than providing the county with documentations for refunds.
