The Tarkio R-I Board of Education met August 19, 2020, for a tax rate hearing and regular meeting. The hearing was called to order by board president Garrett Wood at 7:00 p.m. Board members present were: Jamie Barnett, Ann Schlueter, Heather Olson, Josh Wright and Sam Hannah. Chris Yates was absent. Others in attendance were superintendent Karma Coleman, board secretary Lanette Hogue, high school principal Carrie Livengood, elementary principal Kari Taylor, and Rachel Meyer.
Karma Coleman presented the tax rate. The total tax rate was set at $3.8027 with $.75 put in fund 4 for Capital Projects and $3.0527 run in Fund 1 Incidental.
The board members voted to amend the agenda to include board policy updates. The consent agenda was approved, as well as district obligations.
Rachel Meyer gave a report on the Tarkio Activity Center.
Elementary Principal Kari Taylor gave a report on the beginning of the school year. The elementary has 151 students enrolled kindergarten through 5th grade and 20 preschool students. The Tribe ES parent organization provided supplies, incentives, and staff shirts. The elementary staff has spent PD time with PBIS and the Dyslexia Plan.
As Special Education Director, Kari Taylor reported that special education staff has been in compliance meetings and working with a number of new students.
High School Principal Carrie Livengood reported 13 newly enrolled students. Seven students have transferred out, four will be remote learning and three will home school. They have three students attending Vo-Tech and five students attending Tarkio Tech.
Superintendent Karma Coleman gave a financial report for July ending balances that includes a bank reconciliation, general ledger for the month of July and a report indicating there is a definite upward trend in balances for the end of July. The state payment for July is half of the school’s normal payment. The audit for 19-20 went very well with no concerns. OPAA and Tarkio Tech Institute sent newsletters for the board.
The board voted to approve payment for summer activities and the Transportation Facility Lease with Applebus Company for $1.00.
Board members voted to approve the Atchison County COVID Agreement to receive funds for COVID related purchases.
Jayne Martin was approved as a half-time teacher for the 20-21 school year, and Hadley Barnett was approved as a substitute for the 20-21 school year. The substitute list was approved as presented.
The tuition rate was approved at $4,500.00 a year and $250.00 for each additional student in the family.
Ann Schlueter moved and Heather Olson seconded to adopt the following policies and regulations: Policy 1300 and Regulation 1300, Policy 1301 and Regulation 1301, Policy 2640 and Regulation 2870, Policy 2763, Policy 5330, and Policy 6145 and Regulation 6145.
The meeting moved into closed session pursuant to RSMo § 610.001, Record and vote at 8:42 p.m.
The meeting came out of closed session at 9:05 p.m. and adjourned at 9:06 p.m.
