The City of Tarkio Board of Alderman met in regular session Wednesday, September 9, 2020, at 6:00 p.m. The pledge of allegiance was recited by all. Roll call was done by City Clerk Rebecca Jones: aldermen Scott Poppa, Mike Klosek, Andy Riley and Blu Dow were all present. Visitors present were Mike Klosek, Sr., and Mike Klosek, III. City employees present were Street Superintendent Jamie Quimby, Park Superintendent Chris Hogue, Police Chief Tyson Gibbons (by Zoom), Police Officer Adam Stanton, and Building Inspector Jesse Payne.

Mayor Tim Morehouse asked for approval of the minutes of the August 12 regular meeting and August 18 special meeting as distributed. Riley made a motion to approve the minutes as distributed. The motion was seconded and the minutes were approved.

The pre-construction meeting for the airport runway and lighting reconstruction took place September 2, 2020, at 2:00 p.m.

The board was asked if they wanted to put the solid waste collection out for bid. The current contract expires in November 2020, but can continue on a month-to-month basis with American Recycling. Riley made a motion to put the residential solid waste collection and disposal out for bid. The motion was seconded and approved.

The Board of Alderman discussed whether to put the street department building demolition out for bid. The consensus was not to put it out for bid, to get a price when it was time to demolish the two metal buildings.

Veteran’s Day is the second Wednesday of November, which is the regular Board of Aldermen meeting night. The board members discussed changing the night to meet and the consensus was to have the meeting November 4, 2020.

The board and mayor were given information on the employee salaries. The past few years, all employees received a 3% cost of living increase. Riley made a motion to give the 3% increase to employees listed. The motion was seconded and the increase was approved.

Blu Dow reported that the doorway brick work on the south side of City Hall has been completed. There is some inside work that needs to be done before the job is fully complete and Danny McCoy is going to take a look.

Mike Klosek reported that the Tarkio Fire Department 1997 fire truck had some repairs done to it.

Park Superintendent Hogue mentioned the pool was being winterized. ACCO has not shown up to look at the mushroom device in the shallow area of the pool. It was not pumping correctly this summer. As of now, October 24 is still the date for Friendship Day.

Street Superintendent Quimby gave his report. The street sweeper has new brushes. Quimby would like new rules for city-wide clean-up for 2021. The tree trimming is still being done. The new maintenance building structure is almost complete, it will be completed after some metal work is delivered, and the overhead doors will be installed and some finish work by the employees and Meek & Sons. There are still some weeds being sprayed, cold patch work being done and the brush pile will be burned soon. Herzog will be here September 14 to overlay the streets on the 2020 list.

Chief Gibbons gave his report of stops and cases.

Mayor Morehouse had nothing to add.

Clerk Jones asked the board if they had any questions on the financials.

The board voted to pay the outstanding bills. The meeting moved into executive session: Per Chapter 610.021, (3) Hiring, firing, disciplining or promoting a particular employee, etc. The meeting came out of executive session (there were no votes taken).
