The City of Fairfax Board of Aldermen held a regular meeting November 18, 2020. The meeting was called to order by Ryan Kingery, Mayor, at 6:30 p.m. Roll was taken. Also in attendance were: Kristi Duering, Tabitha Wintz, and Michael Oswald, aldermen; John Brown, Water Superintendent; Lori Helfers, City Clerk; and Danny Kemerling, Treasurer.

The tentative agenda was approved, as well as the regular minutes of October 21, 2020, and accounts payable.

There was a brief discussion about Light Night with the increase in COVID cases. It was decided to follow the governor’s recommendations.

The 2021 budget was presented to the council. After review Ryan read Bill #2020-15, A resolution of the city of Fairfax, Missouri, approving and adopting the annual budget for the fiscal year January 1, 2021, to December 31, 2021.

The aldermen unanimously approved Bill #2002-15 and it was assigned Resolution #2020-1560.

Staff Reports

Danny Kemerling presented his Treasurer’s report showing that all accounts are in balance.

The city’s CD from Bank Midwest will be maturing. After discussion it was decided to leave the CD at Bank Midwest.

Lori reported she received an email from Jerri Dearmont, director of Northwest Missouri Regional Council of Governments. Jerri has set up a public hearing for December 16 at 6:30 p.m. for the CDBG grant.

Lori also reported Taryn Henry, City Attorney, is finishing up the information on the nuisance property. Paperwork will be filed with the courts.

Election filing will open December 15 for Mayor and two Alderman-at-Large positions. Filing packets can be picked up at City Hall.

Lori presented the renewal of the Travelers insurance policy for 2021. There was discussion on the policy changes. Lori will put an ad in the paper to get quotes.

A brief discussion was held on water payments in regards to COVID.

John Brown reported that Nutriject will be here in December to clean out the lagoons.

The Fairfax Board of Aldermen held a regular meeting December 16, 2020. The meeting was called to order by Ryan Kingery, Mayor, at 6:00 p.m. Roll was taken. Also in attendance were: Kristi Duering, Tabitha Wintz, Beth Graves, and Michael Oswald, aldermen; John Brown, Water Superintendent; Lori Helfers, City Clerk; and Danny Kemerling, Treasurer. Jerri Dearmont, Northwest Missouri Regional Council of Governments, was also present.

The tentative agenda was approved.

Jerri Dearmont was present representing Northwest Missouri Regional Council of Governments. A discussion was held on the RFQ’s received for the CDBG grant. The council decided to move forward with Snyder’s as an engineering firm. Jerri left the meeting at 6:20 p.m.

The aldermen approved the regular minutes of November 18, 2020, and accounts payable.

Bill #2020-16 titled: “An ordinance pursuant to the authority of section 94.250, RSMo, submitting to the voters of the City of Fairfax, Missouri, a proposal to increase the maximum tax upon all subjects and all objects of taxation within the said City by the sum of thirty (30) cents on each one hundred dollars assessed valuation for the years 2021, 2022, 2023, 2024” was presented to the board. It was explained that this is not a new tax but a continuation of one that has been on the books for quite some time. It has to go before the voters every four years.

Ryan Kingery read the bill by title. Kristi Duering moved to approve Bill #2020-16. Beth Graves seconded and the motion passed unanimously. Bill #2020-16 was assigned Resolution #2020-1561.

Lori presented the council with two commercial property insurance quotes. Discussion was held after a review of each quote. Tabitha Wintz moved to accept the bid from Missouri Rural Service Corp. Beth Graves seconded, and the motion passed unanimously.

COVID vaccine shots are available to council members.

Lori presented a building permit for the council to review.

John Brown reported that Nutriject is still on schedule to come to clean out the lagoons.

Repairs are needing to be done to the golf cart and backhoe. John and Steve will order parts to make repairs.
