The Atchison County Commission met Thursday, March 4, 2021.  Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Monthly department reports were reviewed and approved by the commission.

Jerri Dearmont with the Northwest Missouri Regional Council of Governments, notified the commission that the Phelps City Special Road District will be purchasing rock and soil for their flood repairs on Avenue C.  Letters must be sent to all tribes who are interested in any Atchison County projects when purchasing these types of materials. Letters were drafted and signed by Presiding Commissioner Livengood to the following tribes: Iowa Tribe of Oklahoma, Iowa Tribe of Kansas and Nebraska, Missouri Department of Natural Resources, Osage Nation, Otoe-Missouria Tribe of Indians of Oklahoma, Miami Tribe of Oklahoma, and the Omaha Tribe of Nebraska.

The commission reviewed a CARES Act funding agreement between the county and the Northwest Missouri Living Center to provide reimbursements to the Living Center for costs incurred that were directly related to COVID-19. The commissioners voted to approve the agreement as presented.

Clerk Taylor then presented Resolution 001-2021 – A Resolution of the Atchison County Commission of Atchison County Missouri, to approve the Missouri 911 Service Board’s Proposed Project Agreement with Atchison County. The commissioners voted to approve Resolution 001-2021 allowing the approval of the project agreement and allow the signing of the agreement outlining the primary responsibility for compliance with the agreement.

Sheriff Dennis Martin was in to discuss department matters and follow up on budget approval.

Additions to the tax books: 2019, $579.72; 2020, $14,762.21.

Abatements from the personal tax books: 2020, $30.00.

REAL PROPERTY

February 2021

Additions to the tax books: 2012, $61.52; 2020, $74.72

Abatements from the tax books: 2004, $163.65; 2005, $154.04; 2006, $155.80.

At the request of the Atchison County Tax Increment Finance (TIF) Commission Board, the commissioners voted to reappoint Bill Smith and Craig Livengood to serve a new four-year term.

David Meiners, manager of Renewable Operation, and Ethan Piveral, Operations Supervisor of the Outlaw Project, were in to update the commission and follow up on discussions held about roads and taxation. Clerk Taylor reported that there still seems to be some confusion about tax reporting methods and provided Mr. Meiners with a copy of the statute on wind assessment.

Adam Meyer was in to report on road and bridge matters. He stated that the trade value for the loader was less than he felt the county could get by selling it outright. The commission agreed to not trading the loader and offering it by sealed bid.

Rhonda Wiley, Emergency Management Director, was in to give a COVID update and report on 911 mapping.
