The Atchison County Commission met Tuesday, May 11, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission was presiding over the May meeting of the Missouri Association of Counties Board of Directors.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Monthly department reports were reviewed and approved.

Mark Nolte, Program Manager with Tepa Engineering Services, visited with the commissioners about roads by the Missouri River levee that may have been closed due to flooding. He was offering his company’s services to survey with the intention of returning said land to the landowner. Recovery is still in progress and the commissioners have no idea which roads might be closed.

David Meiners, Jeff Moore, and Ethan Piveral from Ameren met with Assessor Lori Jones and the commissioners to discuss progress and concerns related to the Outlaw Wind project. Assessor Jones had no concerns with the assessment process. The commission discussed road concerns that have been brought to their attention.

The Atchison County Commission met Thursday, May 13, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was absent.

Presiding Commissioner Livengood called the meeting to order.

Monthly department reports were reviewed and approved.

Clerk Taylor and Presiding Commissioner Livengood were in discussion with lobbyists and Representative Andrews with concerns about key issues before the body on the last few days of session.

The Atchison County Commission met Tuesday, May 18, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby.

Susette Taylor, Clerk of the Commission, and her staff were attending election training conducted by the Platte County Urban Election Board. Secretary of State Jay Ashcroft was the keynote speaker with training on re-districting, highlights from the Election Service Commission, and round table discussions with statewide election personnel.

The Atchison County Commission met Thursday, May 20, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Emergency Management Director Rhonda Wiley was in to report on the 911 training.

Clerk Taylor presented information from Jennifer Jarvis about a maintenance agreement between the State Highway Commission of Missouri and the county for maintenance on Burke and Imperial roads. Both sections of road are owned by MoDOT. The Right of Way Department of MoDOT was interested in doing some cleanup and asked if MoDOT should proceed with deeding the property to Atchison County. After discussion, the commissioners voted  to not proceed with deeding the property named Burke Road and Imperial Road to Atchison County. The documentation will be attached to the record. The current agreement between MoDOT and the county will remain in place.

Clerk Taylor presented a memorandum from Travis Elliott, MAC legal counsel, about requesting payment through the U.S. Department of Treasury submission portal and award terms and conditions for the American Rescue Plan Act (ARPA). Clerk Taylor will meet with Treasurer Debbie True to make sure all guidelines are followed.

Presiding Commissioner Livengood reported that he attended the Transportation Advisory Committee meeting Tuesday, May 18.
