The Atchison County Commission met Thursday, July 8, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was absent. She was representing Missouri, serving as the Missouri Association of Counties president at the 2021 National Association of Counties Conference held in Prince George County, Maryland. 

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Road and Bridge Supervisor Adam Meyer was in to discuss road concerns regarding the Outlaw Project. Presiding Commissioner Livengood called Louis Feldman and left a message for him to contact Clerk Taylor to be placed on the agenda to discuss road concerns.

Maintenance Supervisor Greg Beck was in to discuss some maintenance concerns with the commission.

The Atchison County Commission met Tuesday, July 13, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending the 2021 National Association of Counties Conference held in Prince George County, Maryland.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Jayne Scott, Atchison County Public Administrator, presented a list of annual settlements and final settlements from 23 clients requesting approval to destroy the records. All records are past the required retention period. The commissioners voted to approve the records tagged for destruction as of July 15, 2021.

Additions and abatements for June 2021 were approved as follows: personal property – additions to the tax books: 2019, $977.39; 2020, $7,054.02; abatements from the personal tax books: 2019, $22.14; 2020, $22.14. There were no additions to or abatements from the real tax books.

Bills were reviewed and approved.

Bids were opened at 9:30 a.m. and read for replacing the parking lot and parking in front of the courthouse with concrete. Two bids were received. The first bid was from TNR Construction in the amount of $290,289.75. The second bid was from Davis Concrete Works totaling $224,862.20. The commission tabled both bids for review.

Presiding Commissioner Livengood opened the 2021 Board of Equalization at 10:00 a.m.

The Atchison County Commission met Tuesday, July 20, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

After reviewing both bids for replacing the parking lot and parking in front of the courthouse with concrete and finding that both bids met specifications, the commissioners voted unanimously to accept the low bid from Davis Concrete Works, Rock Port, in the amount of $224,862.20. Clerk Taylor will draw up the contract for legal review and has scheduled a pre-construction meeting for review and signing on Thursday, July 29.

Presiding Commissioner Livengood opened the second meeting of the 2021 Board of Equalization at 10:00 a.m.

Road and Bridge Supervisor Adam Meyer was in to discuss department matters.

John Davis and Kristi McEnaney gave an update on Tarkio Tech and the courses they are currently offering. They made a request for an address change to name the street used for deliveries Tarkio Road. They will meet with Rhonda Wiley, E-911 Director, to see about updating the address. They also made a request to see if the road and bridge department would be able to do some grader work to widen a road used for deliveries. Adam Meyer will contact them and look into the matter. 

Emergency Management Director Wiley was in to discuss department matters.
