The City of Fairfax Board of Aldermen held a regular meeting September 15, 2021. The meeting was called to order at 6:31 p.m. by Mayor Ryan Kingery. Also in attendance were: Debra Wyatt, Tabitha Wintz, Michael Oswald, and Kristi Duering, Aldermen; Lori Helfers, City Clerk; Danny Kemerling, Treasurer; John Brown, Water Superintendent; Dakota Jones, Fairfax resident; Michelle Graham, Fairfax resident; Carley Graham and Tyler Duering, Fairfax students; and Marisa Hedlund, Fairfax Guidance Counselor.
The tentative agenda was approved.
Visitors/Presentations/Public Forum
Marisa Hedlund, Tyler Duering, and Carley and Michelle Graham were present to discuss with the council the mural the sixth grade class will be painting. The mural is part of the Beautification Grant Project that was awarded. The mural will be on the west end of the old Burke building. Any Fairfax resident who would like to help or donate to this project may contact Marisa at the Fairfax School. Completion is estimated to be May 2022. They left the meeting at 6:45 p.m.
Dakota Jones was present with questions and concerns on a vehicle ordinance notice. The council discussed the vehicle ordinance and time frame with Dakota. Both agreed to an extension of 30 days. He left the meeting at 7:45 p.m.
The regular minutes of August 17, 2021, were approved.
Accounts payable was also approved.
New Business
Tabitha Wintz and Lori Helfers sat in on a zoom meeting held by Northwest Missouri Regional Council of Governments (NWMRCOG) regarding a demolition grant.
Due to grant guidelines Fairfax is not eligible. The council then discussed different ways of going about the demolition of dangerous buildings and houses. Tabitha will contact Megan Miller, attorney, on how to proceed.
The first of two installments of the American Rescue Plan (ARP) money has been received.
The next installment will be received in September 2022. No decision has been made on how the funds will be spent. NWMRCOG will hold a meeting in October to clarify how funds can and can’t be used.
Staff Reports
Danny Kemerling presented his treasurer’s report showing that all accounts are in balance.
Lori Helfers reported she has been working with the city’s auditors. The council will start to see a preliminary budget on a few of the city’s accounts at the October council meeting.
Lori gave a report on the status of nuisance letters that have been sent out and the letters being forwarded to the city’s attorney.
John Brown received the estimate for street repairs from Approved Paving, LLC. Discussion was held after a review of the quote. The aldermen voted unanimously to accept the bid from Approved Paving, LLC.
