The Atchison County Commission met Thursday, September 30, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved. Bills were reviewed and approved.

At 9:00 a.m. the commission opened the 2022 rock bids. Nick Jameson with Schildberg Construction was present for the opening.

Bids received were:

• Norris (Maitland Quarry): 1¼” crushed stone, $12.35 per ton; 1” base rock, $12.35 per ton; 2” road rock, $12.35 per ton; rip rap, $12.90 per ton; and backfill, $9.10 per ton.

• Schildberg (Graham Quarry): 1¼” crushed stone, $12.15 per ton; 1” base rock, $12.25 per ton; 2 1/2” road rock, $12.25 per ton; and rip rap, $13.30 per ton.

• Schildberg (Shambaugh Quarry): 1¼” crushed stone, $13.720 per ton; 1” base rock, $13.00 per ton; 2 1/2” road rock, $13.00 per ton; and rip rap, $13.80 per ton.

All bids were tabled for review.

Collector Diane Livengood was in to open a sealed bid for the Carl Barlow property, parcel #5302-11-000030. Collector Livengood reported that property was offered for sealed bid last year, but all bids were rejected. It was offered at the tax sale again this year and no one bid on the property. It was posted for two weeks and all bidders from last year notified that it was being offered for sale by sealed bid again. Alan McNaughton submitted the only bid in the amount of $800.00. The commissioners voted to accept the bid.

The commission and Clerk Taylor continued review of the Atchison County Personnel Policy.
