The City of Tarkio Board of Aldermen held a special meeting Tuesday, November 30, at Tarkio City Hall. The meeting was called to order at 12:00 p.m. and was conducted via telephone with all council persons.
The board was asked to approve the 2021 liquor license for The Gee Spot: Intoxicating liquor (all kinds) – by drink $450.00. After a lengthy discussion about the name of the business, Klosek made a motion to approve the 2021 liquor license. Riley seconded the motion with three voting aye and one nay. The motion and the second passed. The 2021 liquor license for The Gee Spot was approved.
The phone meeting adjourned at 12:15 p.m.

The City of Tarkio Board of Aldermen held a regular meeting December 8, 2021, at Tarkio City Hall. The Pledge of Allegiance was conducted at 6:00 p.m.
Mayor Tim Morehouse called the meeting to order by Zoom. Roll call was done by Deputy City Clerk Rebecca Jones: aldermen Scott Poppa, Mike Klosek, Jr., and Blu Dow were all present by Zoom. Alderman Andy Riley would be late. Mayor Morehouse and City Clerk Danielle Madron were also present by Zoom. Visitors present were: citizens – Michael Klosek, Sr., and JoLynn Whittington; Street Superintendent Jamie Quimby; Animal Control Of-ficer Chris Hogue; Building Inspector Jesse Payne; and Chief of Police Tyson Gibbons.
Mayor Morehouse asked for the approval of the regular meeting minutes of November 10, 2021, as distributed. The minutes were approved. There were no additions to the agenda.
Next month’s regular meeting will be January 12 at 6:00 p.m.
Election filings began December 7, 2021, and the last day to file is December 28, 2021, at 5:00 p.m. Positions up for re-election are Mayor Timothy Morehouse, North Ward Alderman Blu Dow and South Ward Alderman Michael Klosek.
JoLynn Whittington was present to go over the health care group insurance plans for the city employees. Three plans from the current company the city is with, National General Allstate, were discussed. Additional information was given for United Health Care and Blue Cross/Blue Shield. The aldermen voted to go with the blue plan from National General Allstate with a $3,500.00 deductible, 100% after deductible.
Mayor Morehouse asked if the board had received the information on the firemen stipend pay for 2021. They voted to approve the yearly stipend pay for the Tarkio volunteer firemen as presented.
Mayor Morehouse re-quested the board members go over the yearly salary incentive for the employee. The list was reviewed and adjusted for the new short-time employee for 2021 and allow $50 for the year. The aldemen voted to approve the pay as adjuste.
The board voted to allow Just in Time Promotions, LLC to rent the Community Building at the regular price of $175.00, plus deposit, for a concert event with one band.
Riley entered the meeting at 6:20 p.m.
Mayor Morehouse asked for approval of the 2022 liquor licenses as listed: Casey’s – intoxicating liquor original package, not to be consumed on premises, Sunday sales included, $450.00; Tarkio Golf Club, Inc. – 5% beer to be consumed on premises, Sunday sales included, $750.00; Dollar General – original package with no Sunday sales, $150.00; Hy-Vee – intoxicating liquor original package, not to be consumed on premises, Sunday sales included, $450.00; My Store 3 – intoxicating liquor original package, not to be consumed on premises, Sunday sales included, $450.00; 1887 Bar and Grill – intoxicating liquor (all kinds) by drink, $450.00; and The Gee Spot – intoxicating liquor (all kinds) by drink, $450.00. The board approved all the liquor licenses as listed.
Dow asked to discuss Main Street parking from 7th to 10th streets. The cars parking on the north side of Main Street from 7th to 10th streets are creating a traffic hazard. The board discussed options, but did not come up with a remedy at this time.
Mayor Morehouse asked if the board wanted to have a special Christmas meeting Saturday, January 8, 2022. The request was approved.
Department Reports:
Blu Dow, City Buildings – Blu had nothing to report.
Michael Klosek, Fire Department – Chief Shane Bredensteiner informed Klosek that there will be several bills coming for equipment ordered. They will need to be split between the city and rural departments.
Andy Riley, Parks & Pool – The Park Board is planning a Christmas Parade December 19. The Park Board put up a tree at City Hall and decorated it. There may be a Christmas type tree planted at City Hall next spring.
Scott Poppa, Street Department – Quimby’s report was presented. Repairs/Equipment – The gold dump truck is back at Quality Auto. There are several pinholes in the steel lines for the power steering. COVID 19 – They still continue to social distance when possible. Brush Pile – Since the weather this fall has been mild the brush pile has been used more than usual. RV Park – At this time, there is only one camper using this facility. The heat tape has been plugged in to keep the hydrant from freezing. Winter Prep – All equipment is ready for winter. Christmas Décor – All Christmas decorations are up and working. There have been a few repairs that had to be made after high winds did a little damage to a couple of them. Street Sign Project – This year’s portion of this project is complete. It will continue in the spring with a goal of getting from 5th Street to 10th Street done. Quimby is also hoping to start replacing no parking and stop signs. Several of these have been replaced over the last several years. Street Matting Project – Quimby compiled a list of streets that he suggests matting next year. He is going to put this out for bid with a completion date of May 30, 2022. The approximate tonnage needed is 846 tons at an approximate cost of $111,718. There will be an additional cost of having curb and handicap access put in. He is trying to meet with MO Concrete to get a bid on curb work that will need to be completed before the matting can be done. He is also needing to have this bid for budgeting. He is planning on putting $150,000 in the budget for these projects. Fall Curb/Ditch Cleaning – When time allows, ditches and curbs have been cleaned.
Timothy Morehouse, Gould Peterson Municipal Airport – There are two trees at the north end of the runway area that need to be removed before it is 100% cleared by the FAA. Manager Brooks Hurst has been informed and said they will be taking care of it.
Chris Hogue, Animal Control – There is currently one dog in the pound. Chris will be getting in touch with Morton Building to get a price for the Animal and Park’s building to be replaced at the ball park.
Tyson Gibbons, Police Department – Five non-certified applications have been turned into the chief to be interviewed for the cadet position.
Danielle Madron, Financials – No questions were asked.
The meeting was adjourned at 7:00 p.m. The next special meeting will be January 8, 2022, at 5:00 p.m. The next regular meeting will be January 12, 2022, at 6:00 p.m.
