The Atchison County Commission met Tuesday, January 18, 2022. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending the Missouri Association of Counties Executive Board meeting and full board meeting in Jefferson City.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved.
Additions and abatements to the tax books were approved as follows:
Personal Property (December 2021) – Additions to the tax books: 2019, $22.78; 2020, $2,406.14; 2021, $84,051.07. Abatements from the personal tax books: 2021, $11,964.09.
Real Property (December 2021) – Additions to the tax books: 2021, $ 16,359.61. Abatements from the real estate tax books: 2021, $15,376.30.
Ag Rock (December 2021) – Additions to the tax books: 2021, $529.38. Abatements from the tax books: 2021, $529.98.
Rhonda Wiley, Emergency Management/E-9-1-1 Director, was in to go over the annual report of calls with the commission.

Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending the Missouri Association of Counties Executive Board meeting and full board meeting in Jefferson City and then attended the Clerk’s Association Day at the Capitol.

Rhonda Wiley, Emergency Management/E-9-1-1 Director, was in to discuss department matters.
Discussion was held about adoption of a resolution about I-229. The commission decided not to adopt a resolution at this time.
Greg Beck, Maintenance Supervisor, was in to discuss maintenance concerns.

The Atchison County Commission met Tuesday, January 25, 2022. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Clerk Taylor reported that the Final Rule for the American Recovery Plan ACT (ARPA) was now published, and it includes the following key components. A full review of the final rule will take place at the next meeting of the commission.
Since the Recovery Fund was established, NACo (National Association of Counties) worked closely with Treasury to ensure county recommendations and priorities were included in the final rule. The final rule provides the following changes and new flexibility:
• Allows counties to use up to $10 million in ARPA Recovery Funds for the provision of government services without having to go through a complicated “revenue loss” calculation. NACo aggressively advocated for this provision to be included in the final rule, which was a significant part in the bipartisan State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act (S. 3011/H.R. 5735)
• Allows Recovery Funds to be used for the modernization of cybersecurity for existing and new broadband infrastructure, including the modernization of hardware and software
• Expands eligible uses for water and sewer projects to include culvert repair, dam and reservoir rehabilitation and stormwater infrastructure, among others
• Clarifies how counties can use Recovery Funds for certain capital expenditures to respond to public health and economic impacts
• Streamlines options to provide premium pay by broadening the share of eligible workers
NACo will release an in-depth analysis of Treasury’s final rule in the coming days and will give members extensive opportunities in the future to learn about the impact of Treasury’s Final Rule.
The commission, Clerk Taylor and Deputy Beck met with Jeremy Crow and Curt Graham to review property and liability coverage questions. Mr. Crow and Mr. Graham reviewed the policy addressing questions. Deputy Beck will assist the departments with an extensive review of the policy.
