The City of Fairfax Board of Aldermen held a regular meeting June 15, 2022. The meeting was called to order by Ryan Kingery, Mayor, at 6:39 p.m. Also present were: Kristi Duering, Shannon Long, and Debra Wyatt, Aldermen; Lori Helfers, City Clerk; Danny Kemerling, Treasurer; John Brown, Water Superintendent; Jerri Dearmont, Northwest Missouri Regional Council of Governments; Michael Klosek, Sr., Klosek Trash Service; Michael Klosek, Jr., Klosek Trash Service; and Robert Wilson, Accounting Solutions.

The tentative agenda was approved.

Visitors/Presentations/Public Forum

Robert Wilson, City Auditor, was present to discuss the city’s 2021 audit. He presented the audit with no significant findings. Robert left the meeting at 7:30 p.m.

Michael Klosek, Sr. and Michael Klosek, Jr. presented the council with a new waste/recycling agreement. After discussing the agreement both parties agreed to table the issue until July’s meeting. This will give the council and the city’s attorney time to review the agreement. The Kloseks left the meeting at 7:10 p.m

The minutes of the regular meeting May 18, 2022, and accounts payable were approved unanimously.

Old Business

Information was shared from neighboring towns about their processes of demolishing dilapidated/dangerous buildings. Jerri Dearmont shared with the council some ideas on how to go about dealing with ordinance violations and how she has seen the demolition process work. The council had many questions and concerns. The topic was tabled and will continue to be worked on.

New Business

The City of Fairfax has received the CDBG Street Grant. The process of repairing the streets will take about 12 months due to the city following grant guidelines. To start the process Lori shared the Funding Approval Agreement and Jerri Dearmont shared the Environmental Review and Administrative Service Agreements. The aldermen voted unanimously to sign all three agreements.

Jerri left the meeting at 8:15p.m.

The city will be accepting sealed bids for the property at 204 South Street until 4:00 p.m. July 20, 2022. Lori will send information to the paper.

Staff Reports

The treasurer’s report was given.

Lori presented the six month budget review. All accounts are in good standing.

The annual water and sewer primacy fees will be on next month’s utility bill. The fees are higher than last year.

John Brown updated the council on the progress with DNR about the waste water permit.

John also supplied an estimate to have a tube installed at the ball park. After a short discussion the aldermen voted unanimously for the city to install the tube.

The meeting was adjourned at 9:00 p.m.

The next meeting will be July 20, 2022.
